The literature published today by Prime Minister Kurti is nothing more than a Thaci pledge as then prime minister that it does not guarantee the non-designment of KSF in the north, but assures NATO that it will only do so in full co-ordination with NATO.
Any security activity in Kosovo has actually been and remains co-ordinated with NATO. Former Prime Minister Haradinaj had acted similarly, in a letter sent NATO before transforming the KSF into the military.
In Haradinaj's letter to NATO Secretary General Jens Stolenberg, it is clearly required by NATO to oversee the distribution of KSF troops across Kosovo for the next 10 years, as long as KSF's transition to the military lasts.

“I am confident that you will consider my bid for NATO to monitor the 10-year transition process and the possibility of signing a new protocol with KFOR for distribution of KSF within Kosovo by the end of UN Security Council Resolution 1244 mandate.”
Also, for a letter to the government of Isa Mustaf with NATO, Mustafa himself had spoken at a conference on December 8, 2016.

Thaci's correspondence with the former NATO secretary has been discussed several times even in presenting Thaci to conferences and in literary diplomacy is known as an expression of political will in terms of trust and co-operation.
