Not only the garden the child was mistreated for 16 months is without a license. In the capital, 30 other unlicensed nests operate. In this case, the Pristina municipality has expressed readiness to oversee even private nests.
The child abuse scandal in the capital revealed the fact that the garden in question had no license for work. About 30 unlicensed gardens have been encountered during 2019 by education ministry inspectors.
The number of those exercising activities without a license is unknown from August for the fact that they are not under our supervision. At least for 2009, about 30 of these kinds of institutions operate without a license from August”, said for RTV Dukagjin, Defrem Gashi ? Inspector of the Ministry of Education.
The Municipal Education Directorate in Pristina said they have no knowledge of private gardens without a license, because the supervision belongs to August.
We actually don't have access to those nests and we don't have the right to control or monitor their work. They receive permission to operate the Ministry of Trade and Industry, then apply for sanitation conditions in the Pristina municipality, while licensed by the Ministry of Education”, said Hope Shala-Education Director of the Pristina municipality.
But the municipality is willing to accept oversight of all nests if authorized by August.
Recognition of education issues, Youth Qehaja, estimates that this situation has brought institutional neglect.
“Mbi all this testifies to an institutional neglect whether at the closure of unlicensed institutions or the extension of the license application process. All of this brings back the responsibility of the Ministry of Education”, said Youth Qehaja.
On the other side ARBK in an answer to Rtv Dukaagjini showed the registration procedures of a nursery.
“Procedures for registering a nursery at ARBK are the same administrative procedures as for any other business. And then for other procedures, it goes on to other institutions such as work permits, access to licenses, etc. ”
Meanwhile, the Education Ministry confirms that garden “Cambridge Kids” had not applied for license.
