Next week (10.12) resumes dialogue between Kosovo and Serbia at the expert level, though there is no word when there may be other political summits between Prime Minister Avdullah Hoti and Serbian President Alexander Vuciq.

EU spokesman Peter Stano confirmed the expert meeting next week.

“can confirm that there is an opportunity to have the meeting at the level of top negotiators in Brussels next Wednesday. We always let the agenda know near the date of the meeting”, said spokesman Peter Stano, who did not disclose the topics to be discussed. At the latest expert meeting at the level, the parties discussed financial and property issues, but no reconciliation was reached to be offered for the association of Serb majority municipalities.

In Kosovo, delaying dialogue with Serbia for a later phase called for presidential task indictee Vjosa Osmani, ruling coalition partner AAK, Ramush Haradinaj's. That request was made after the establishment of war crimes charges against President Thaçi and other former KLA leaders.

Hoti: No delay in dialogue

Prime Minister Avdullah Hoti himself does not see the postponement of dialogue necessary and rejects rumours that Kosovo in the dialogue is doing favors only to Serbia. We started the dialogue in Brussels in July with a clearness I believe in, at the Paris Summit organised by France's Macron and German Chancellor Merkel. And there at that Sam with our insistence we put two issues on the table and asked for agreement. And there is agreement on what is first that the agreement must be concluded with mutual recognition and full normalisation of relations and dialogue should be limited on time. And this time is a matter of months. The process of dialogue and changes that occurred in specialised areas are separate issues, because we do not go to Brussels to do Serbia's favour. We go to Brussels to protect the interest of the state of Kosovo, and this interest is for this agreement to be closed as soon as possible with mutual recognition”, says Prime Minister Hoti.

EU Strategy: US, EU Co-operate for Western Balkans

In the middle of last week, the European Commission adopted a strategy for the new coverage of transatlantic reports, with exactly the reports between the European Union and the United States of America. In this strategic agenda, the European Commission cites the need for the EU and the United States to continue co-operation even in the Western Balkans, with strong emphasis on Kosovo-Serbia dialogue.

“Europe has given the Western Balkans prospects for EU membership. Continued partnership between the EU and the US and close co-ordination in the Western Balkans is essential, especially in dialogue between Belgrade and Pristina. We, we should work together to support reconciliation, improve governance and push forward key reforms”, the European Commission's strategy for reports between the EU and the United States says.

For American involvement in Kosovo- Serbia also speaks to the Kosovo prime minister, who signed the agreement in Washington in the presence of President Trump, continues to name a good deal, where a list of pledges was signed. “Our request and desire remain to sign an agreement on full normalisation of relations and mutual recognition with Serbia, and this way to move towards EU integration together. What we were offered in Washington is to proceed with a list of pledges for both countries”, says Prime Minister Hoti.

Dialogue between Kosovo and Serbia began in 2011 under the European Union's mediation, aimed at the full normalisation of relations between the two countries. On September 4th of this year at the White House in Washington, Kosovo and Serbia signed agreements on economic normalisation, while since then, the high political level Kosovo-Serbia no longer met.

During the next week, the EU's in charge of Kosovo dialogue, Miroslav Lajcak, said the process is not blocked and the next meeting will be held “s, or conditions” will be created. “I am committed to facilitating talks to reach a comprehensive agreement, with which once and for all, all open issues between the parties would be resolved and to be in accordance with international law and EU law”, Lajqak said before members of the European Parliament's Commission for International Relations, underlining that the Kosovo-Serbia negotiation process is “a long journey and with many obstacles<5>.
