Dear journalists,

First let me thank you not only for your presence here today, but for the correct presentation of the ministry of justice, with particular emphasis from June this year until now, thanks naturally goes also for what I consider to be correct in our work, those who through criticism make us improve.

Despite the difficult circumstances created as a result of the pandemic, the Ministry of Justice during the June (December 8, 2020) period has made apparent progress in many areas within its scope.

The justice ministers have engaged in implementing the Government of the Republic of Kosovo's strategic priorities for justice and realising objectives, programmes and sectoral projects as part of its strategic documents.

During this period, it has worked on substantial changes of legislation in the justice sector, reviewing and drafting the Project-Code, Billing, Concepts-Documental and other sub-legal acts.

Also noteworthy is commitment to meeting the requirements issued by the European Agent.

Being one of the priorities of the Ministry of Justice, addressing accountability in the justice system, for this, has been sent to the Government of the Republic of Kosovo, the proposal for the establishment of the Workers' Group for the drafting of modalities and scenarios on issues of reform in the justice system, with the goal of addressing accounting, including Vettingu, who was approved by the Government on 1507.20.

The cross-proportionate group, led by the Civil Society, and by representatives from all officials of the justice system, in the decision-making role, and with the support role of representatives from the European Union Office in Kosovo, the US Embassy of the United Kingdom, Germany, Italy, EULEX and the OSCE Mission. This group has already finished the job, and we're going to have a few additional consultations before we make a decision which of the scenarios will go away.

Functional Review The goal of this process is to offer a comprehensive strategic vision for a unified sector of rule of law, increased citizens' confidence in the justice system, accelerated economic development, and the approach of Kosovo to the European Union.

During this period it has been marked the launch of the third phase of the Functional Review of the Law Rule Sector, or phase of drafting the Sector Strategy for Rule of Law.

We now have the draft Sector Strategy for Rule of Law, this draft is expected to be put to public consultations

Project codes respectively, Which are approved by the government:

  1. Project Civil Code of the Republic of Kosovo,
  2. Public Property Bill,
  3. Foreign Citizens Property Bill in the Republic of Kosovo, as well as
  4. The International Criminal Affairs Co-operation Bill.

The finalised ones are:

  1. Project Criminal Procedure Code,
  2. State Lawyer's Bill,
  3. The Law on Proving Jurisprudence,
  4. The Law on Changing and Fulfilling the Law on Disciplinary Responsibility of Judges and Prosecutors,
  5. The National Court Bill,
  6. The Penal Sanctions Execution Bill,
  7. International Law on Civil Affairs Co-operation, and
  8. The Corruption Prevention Agency bill.

And it's also worked on drawing up some concept documents, like:

  1. The concept of the Document for the Sanctions of the State of Human Rights;
  2. Confiscating Fund concept,
  3. The concept of document compensation for crime victims as well as
  4. The concept of the document for judicial expertise.

As for underground acts, have been finalised 10 sosh, including the sublaw acts that are related to the obligations we have as a state in reporting the most accused from specialised rooms, with a case being established the Commission to review the requests of the accused by the Specialised Prosecutor's Office.

State counsel During this period it has worked on advancing legal infrastructure, respectively drafting the new Law for State Lawyers and the regulation for internal organisation.

Also, state lawyers have represented state institutions in judicial procedures in about 950 cases.

Correcting Service He was fully committed to carrying out his duties and responsibilities. In this direction, the USKK has been working on its commitment to its legal infrastructure, improving conditions for prisoners, as well as advancing security for prisoners.

We have had excellent management of the circumstances of the pandemic, with which it resulted in an extremely small number of inmates and infected correction staff.

It is noteworthy that the SKK has recently emerged to be one of the country's most reliable institutions, ranked second, after the KSF, thanks to the management commitment, but also the work of the SKK staff.

Sproversial Service has carried out tasks in the direction of overseeing the execution of alternative measures and sentences, monitoring paroles; also committed to raising a professional opinion on the importance of publishing alternative measures and sentences.

Property Management Agency Squaested or Confirmed It has executed a total of 92 verdicts submitted by courts, for managing seized or sequencing property. Of these decisions, 54 decisions are for sequentification, 22 verdicts for seizures, 16 decisions to restore assets. Also, six auctions have been accomplished to access the total sum of over 33 mi euros.

Legal Medicine Institute: He has implemented exhumations warrants, participating in 15 locations: 12 locations in the Republic of Kosovo and 3 locations in the Republic of Serbia, as a result of these exhumations have been found in a total of 11 major remains. He also performed autopsies for 230 cases, clinical examinations for 62 cases, and 138 tests were performed by the toxicology lab.

In the area of international law co-operation- I already have the co-operation agreement with Italy ratified, as well as a total of 2254 requirements for mutual legal assistance, of which 1374 from local judicial authorities addressed foreign states and 880 requests from foreign judicial authorities to Kosovo, and a total of 28 extraditions have been implemented, of which 12 from Kosovo and 16 vice versa, from other states to Kosovo.

We started work for Re-founding the Institute for Investigation of War Crimes in Kosovo.

Special Attention Has Been Given solation of Crime Victims A total of 55 cases submitted, of which 22 have been approved, and the compensation amount is over 91m euros.
