Again, the Commission on Board and Transfer has lacked the decision to approve in principle the draft budget for 2021.
The Commission has reviewed the annual financial report for Kosovo Radio Television for 2019, where criticism from the opposition for RTK management came in. Although there was no quorum for voting.
RTK Board Chairman Sali Basota said he has managed to spend and manage the budget carefully based on economic codes and on specific contracts.
“We have been trying to carefully manage RTK activity at all points, even in terms of financial share. Given also a fact that RTK works on poor infrastructure conditions that affect even the best performance of work... With this report presented today, RTK has recorded and presented all transactions related to revenues and expenditures for 2019”, Basota stressed.
MP Fatmir Rexhepi from the LDK said the report is good in terms of RTK's financial report. As Rexhepi also spoke of severe infrastructure conditions in RTK, which under which are difficult to work.
Whatever was said here, it's supplementary as far as the annual budget is concerned, with finance management, transparency, spending, categories and all sectors according to the activity. RTK. So I have something to do with the most, even in the complete realisation of the program scheme, as planned. The main seal was given by the audience itself. What was said remains for a co-operation if possible, but this is a problem that is highlighted even earlier on working conditions, infrastructure and others. This is not easy, it wants a longer-term solution”, Rexhepi stressed.
Against this statement by his colleague, the chairman of the Iron Murati Commission has reacted, which has cited some of the expenses and contracts for TV programmes and shows, which he claims are unreasonable and paradoxical.
The VV MP Murati cited expenses alone for several contracts. He said that for films from “Top shop”, 115 000 euros have been spent on the “halfyt millionaire” 75 thousand euros, serial “Pleqe” 134 000 euros, “Congratulation: 60x7>, show “and justice in Kosovo 54000 euros. Also for our <x10).
All of this is about a scandalous financial management of this organization. With that, I don't know how to call it perfect or good or the epithet that has been called so far. It's ironic if you say that you had to increase your spending on personnel, RTK keeps buying emissions from outside. Those tens of thousands of euros I mentioned... If you have over 800 employees engaged and continue to buy hundreds of thousands and millions of euros for the programme from abroad, this is paradox”, Murati said.
Meanwhile, RTK General Director Intervention Kastrati said some contracts that were in 2019 have been terminated and there is maximum effort in managing the budget in the most cautious way.
Everything you've mentioned has been planned, but for what reason they're divided into all these categories I don't know with answers, but we've been trying to get the best way since the day I got the mandate managed with public money. They're obvious, of course there were contracts that were signed, but that were planned. There is always room for criticism, but I have promised that we have a stable financial situation”, Kastrati said.
The Kosovo Pension Savings Fund's request for the adoption of annual taxes for 2021 has been approved in the Commission for Board and Finance. Trust Executive Director Adrian Zalli said the management tax for next year will be 0.32 per cent, expected to affect over 60m euros or 250,000 euros less or cheaper than in 2020.
These taxes have been acceptable to members of the Commission, which they voted with unanimous votes.
Director Zalli said 2 billion of 70m euros is the fund under management so far.
Meanwhile, Trust Board Chairman Ruzhdzi Morina spoke of investments in assets managers, said they are prepared for providing services for 650 thousand contributions to the Trust now following the Law's entry into force for economic recovery that allows for the withdrawal of 10 percent of savings.
The Commission for Board and Transfer has finally approved the annual financial report of the Anti-Corruption Agency for 2019.
