All parties express themselves in favour of a bill, but no quorum for vote

And Minister of Internal Affairs and Public Administration Agim Veliu at today's plenary session said this bill regulates the conditions and procedures for issuing and using ID by Kosovo citizens, while all parliamentary groups indicated in his favour.
This bill, in addition to regulating the conditions and procedures for issuing and using ID by Kosovo citizens, also stipulates that every citizen of Kosovo from birth to 16 years of age has the right to equipment with identification, despite the obligation of identification equipment for each citizen from 16 years old under basic law”, he said.
MPs from the Kosovo Parliament in this legislature have expressed such disagreements, how rarely they have joined in adopting laws for the benefit of citizens.
