Acting President Vjosa Osmani called for Albania to adopt a resolution condemning Serbian crimes and genocide committed in Kosovo during three days of her stay in Tirana. However, although this issue was raised earlier in mid-November, Albania's Assembly decided only on establishing a Special Commission for the management of documentation and drafting a summary and informative report on findings and conclusions that have revealed the verifications conducted by relevant institutions in Albania on Dick Marty's report issues.

MPs from the parliamentary opposition in Albania's Parliament say there should be no problem with adopting a resolution condemning the Serb genocide committed in Kosovo, while calling the establishment of the special commission a political game.

MP from the parliamentary opposition Ralph John, who was the one who sought the adoption of the resolution condemning the Serb genocide in Kosovo in the Albanian Parliament, told Kosovo Press, that he has not given up on his initiative, and next month will deposit the request to the Parliament for the resolution, despite the special commission he calls political theatre.

“We are in talks with several Parliament deputies who have expressed readiness and want to do so (resolution) as professional and with as much support as possible, and I believe that in the coming weeks, perhaps from January onward, we will go to work to form an official request in the Assembly for such a resolution, despite political commissions and theatre colposs that the Socialist Party” has the custom, John said.

John says he does not understand the Socialist Party's reluctance to have the majority in Albania's Parliament to adopt such a resolution while inviting that national interest should exceed that party.

He says there is currently a major lobby of Serbia against Kosovo, which seeks to overturn history by removing them as victims and leading former Kosovo Liberation Army leaders to The Hague.

“Innocent people, children, women, men, old men, are our brothers, they are our people, we have moral obligations, we have a constitutional obligation, we have a civic obligation to raise our voices and to deal with this great Serbian pressure and lobby to reverse the page of history. See what is happening today, Serbian criminals are being taken as victims by bringing former KLA leaders to The Hague, it is unacceptable. I as an MP do not know the Special Court, but neither do all this anti-Albanian activity that is happening right now, I don't care at all about Pristina's domestic political games, we have political games in Tirana, when it comes to the nation we have to be one, the nation is above anything”, John said.

The other MP from the parliamentary opposition ranks, Rudina Hajdari, told Kosova Preris that Albania is late in adopting such a resolution. According to her, Albania should have given this support to Kosovo a long time ago.

According to her, Albania and Kosovo should help each other in all areas, and the issue of the resolution should not be different.

“In my opinion, it is a delayed act, but it is never too late to take this step, so we fully support and wish and hope to find the support of all Albanian Parliament deputies because we with Kosovo move one step forward and Kosovo should help Albania but and Albania in all areas including those things that have happened in wartime. Therefore, I do not absolutely see any kind of problem with this resolution being made and of listing as many states as possible to stand alongside Kosovo in this moral battle Kosovo has had for Albanians who have been at the time and have fought in the name of freedom and on behalf of the liberation of Kosovo independence”, Hajdari said.

On November 26th, Albania's Assembly decided on the establishment of the Special Commission for the management of documentation and the drafting of a summary and informative report on findings and conclusions that have revealed verifications conducted by relevant institutions in Albania on the issues of Dick Marty's report.

The member of this commission -- once Socialist Party deputy Adnor Lastry -- told Kosovo that the calendar of the activity of this commission adopted days ago -- envisions that by March of next year this commission must present to MPs the report and draft resolution at the plenary session.

The working objects of the Special Commission are the administration of documentation and conclusions drawn from the verifications carried out by relevant institutions in Albania for issues of the APKiE member Dick Marty; the drafting of a comprehensive and informative report on findings and conclusions that have drawn these institutions from the verifications committed to co-operation and the role that Albanian political representatives or public institutions, through actions and inactions, have allegedly played in assisting the so-called criminal activities of KLA leaders in the territory of Albania.

The Special Framework Commission has established the tasks and objectives that must be achieved through its activities, and if you look closely at it, you will find that the object of the event is analysis, if you look at the commission's approved draft agenda, you will see that the object of activity is the collection of documentation, the analysis of documentation and analysis of the entire project, the legislative process for approval of Albania's special law on jurisdictional relations with EULEX 2012, and all actions or manifestations of activities in the Albanian state bodies within the territory of the Albanian Republic for contesting all the claims that have been filed in the Dayton Report, the US said.

Although the draft resolution expected to appear before Albania's Parliament may not be exactly what Osmani asked in the Albanian Parliament to condemn the Serb genocide in Kosovo, the Shkulli claims it will be a very important act.

Democratic Party Chairman Lulzim Basha, whose party has no MP in Parliament after burning mandates, promised during the press conference with incumbent President Vjosa Osmani that the new Parliament -- which will emerge after the 25 April elections, in which it aims to have the majority -- would adopt a resolution condemning the Serbian genocide in Kosovo.

“I pledge that Albania's new Assembly will adopt non-simply and only, late even, the resolution to condemn the Serbian genocide in Kosovo, but also a separate framework that will force all institutions of the Republic of Albania to be once again in total support of the institutions of the Republic of Kosovo, as has been the case until just a few years ago, successfully and with success evidence to demonstrate”, Basha said.

Otherwise, the Kosovo Assembly in May last year had adopted the resolution on genocide, crimes against humanity and the war crimes of the former Serbian state regime in Kosovo. In the resolution, in addition, all countries where the massacres, killings, sexual violations, as well as the expulsion of more than 1 million Albanians from Kosovo are mentioned. It requires that perpetrators of humanity's crime, war crime, and genocide and violence be brought to justice. The resolution also mentions material harm, the destruction of various religious and cultural objects.
