Food shops, banks and pharmacys will remain open.
Parukersies, museums, theatres, Christmas markets, casinos, amusement parks, gyms and swimming pools will also be closed.
From Wednesday, elementary and high schools will be closed.
These measures will last until January 19th.
On Monday, the Netherlands recorded 8,496 new Coronavirus cases a little more than the weekly average.
As Rutte addressed the nation, protesters who oppose the isolation measures could be heard outside parliament.
The Netherlands, in total, has recorded over 62,000 cases of coronarys.
Of them, over 10,000 patients have lost their lives.
Worldwide, the number of infected has exceeded 72 million.
Over 1.6 million have died and over 47 million have recovered.
