Kosovo to continue dialogue with Serbia despite Vuciqi's statement

“until April 2022, when presidential and parliamentary elections will be held in Serbia, Belgrade will certainly not recognise Kosovo's independence”, Serbian President Aleksandar Vuciq has said when asked whether he ruled out the possibility of Serbia knowing Kosovo. His statement is being strongly opposed to that of [...]

His statement is coming under sharp opposition to that of Kosovo Prime Minister Avdullah Hoti, who repeatedly reiterates that the agreement with Serbia will end with mutual recognition.

“Declarations that our northern neighbour will not recognise Kosovo's independence do not contribute to dialogue. Dialogue has resumed on clear principles for final agreements on normalisation of relations and mutual recognition, and there will be no partial agreement. If there's no mutual recognition, then there won't even be a” deal, it was Hot's response to Vuchy.

But, however, dialogue seems to continue. At least from the Kosovo side.

The director for Information at the Office of Prime Minister, Antigona Bajzak, has told of Kloncosova.tv that Kosovo will respond to EU calls saying there will be no conditions in this process.

Kosovo will respond positively to any EU invitation for meetings within the dialogue process”, Bajzak said.

Same standing with her boss does not have Foreign Minister Melza Haradinaj-stubla. She said before Hoti reacted that Serbia is exempting itself from dialogue until 2022.

“Declaration that Serbia will not recognise Kosovo by April 2022 raises two exclusive joint hypothesiss: Serbia excludes itself from the process of dialogue facilitated by the EU by 2022. The mediator believes complete normalisation does not necessarily imply mutual recognition”, Haradinaj wrote in Titter.

Unlike the Government, the deployment of Kosovo diplomacy has found support from the minister's party.

The AAK is insisting that dialogue with Serbia should be suspended, as it asked after the special developments that brought the new political situation to the country.

“Chairman Haradinaj has called for suspension of dialogue, immediately after President Thaci's resignation, due to the new political situation. The stance has not changed until now”, party spokesman Lulzim Blaka has said of the portal.

However, the dialogue on the political level is beginning, the AAK has no clear stance on whether to send any of their representatives to the negotiating table.

Despite the AAK's earlier rejection of the dialogue, Selim Selim Selimi, as an delegate to this party, became part of the Kosovo delegation in Brussels.

An opinion from PDK came from MP Blerta Deliu that after Vucinqi's statement the dialogue should be suspended.

“If Serbian President Aleksandar Vuciq publicly declares that he will not recognise Kosovo during his mandate, then Kosovo's presence in any dialogue with Serbia has no meaning. This Serbian president's statement is open conditioning on dialogue, while all the time it has been promoted by mediators that dialogue should be conducted without condition. Kosovo cannot even dare to become part of a dialogue process where double standards (4)x1> are implemented, she has said.

I did. tv has also tried to receive answers from the Vetevendosje Movement and the Initiative whether to continue dialogue or not, but both parties have responded.

Meanwhile, for analyst Faton Abdullahu, dialogue must continue in order not to blame Kosovo for blocking the process.

That Vuciqi statement also linked it to changing US administration until it criticised Kosovo politicians for being more concerned about the issue of electing the new president than about dialogue.

“With what Vuciq has stated proves that Serbia is thinking a lot about dialogue and is taking a stand around it and this is about changes that will be made in the policies of official Washington. By contrast, our political class is in trouble with the president or the elections, the reformation or the continuation as we are, and we are no good. This political class has no idea how to deal with dialogue, because dialogue in the first place requires political unity and only party division as it seems it is creating ground for you to attack among themselves and obtain prior political sympathy. Understandably, because dialogue with Serbia is not good ground for populism, and populism today brings up votes with little investment, especially is bought naively by those who continue not to realise that politics is measured by deeds not”, Abdullah has said in an answer to Klonkosova.tv.

On the other hand, we have to be very careful not to fall into Vuciki's trap. We must be for dialogue and prepare for”.

Abdullahu recommends that after that what Vuciqi has declared, institutions should find good and reliable forms to accuse Serbia of being the one who denies dialogue and will not work for peace and stability in the Balkans.

Whether these totally opposing positions of the Kosovar and Serbian sides will succeed in balancing by the EU as facilitating these talks is unknown. The latter has contacted Klonkosova.tv and is a welcome response to the next steps in the dialogue process.
