The government of the Republic of Kosovo today by holding electronic meetings in which it has reviewed and adopted certain decisions from the areas of constitutional and legal responsibilities. The prime minister's office reports that the first decision to have received approval from the cabinet at today's meeting has been the decision to change and fulfill [the] decision.

The prime minister's office announces that the first decision to have received approval from the government cabinet in today's meeting has been the decision to change and fulfill the Government decision of the Republic of Kosovo No. 0950 on the 2112.20.

Under the changes and fulfillments of this decision, the separate means for the construction of the new Lipjan Community Administration facility, in the amount of 543 thousand and 347 euros, are returned to the budget of the Ministry of Local Power. Also under that decision, these vehicles are transferred to the Ministry of Culture, Youth and Sports and to the Ministry of Defence.

The decision to allocate additional financial means under the request of Kosovo's Ministry of Internal Affairs/Police has been considered and adopted in return for compensation of the extinct engagement on the ground of police officials exposed directly to the COVID-19 pandemic. Under the decision for active police officials, financial means worth 1m and 598 thousand and 100 euros will be shared. These additional vehicles are earmarked for 60,000 and 124 police officials -- from 100 euros a month for October, November and December. The realisation of the payment of these additions will be made with the December 2020 wage, through the wage system.

It has also received the approval of the Government of Kosovo, as well as the decision on change and fulfillment of the government's 1226th decision of 21.08.2020. According to this decision, Mrs. Hykmete Bajrami from the Finance Ministry, as a member of the Health Insurance Fund Steering Board, is replaced by Mr. Ermal Lubishan.

The government cabinet has reviewed and approved the decision to approve the National Money Laundering and Terrorism Financing Rating in Kosovo. The decision obliges the Ministry of Finance to publish and distribute the national risk of cleaning and financing terrorism in Kosovo. In the event of non-publishment, the Ministry of Finance is obliged to publish reviews of the assessment and list of necessary measures to be taken.

The government has also considered the Plan of Action recommended for improving the system of Money Laundering/Fighting Terrorism Financing. With this decision, which has emerged from recommendations to improve the system of money laundering/warming of terrorism financing, the entity for Financial Intelligence of the Republic of Kosovo is set to monitor the implementation of assessment report recommendations to enable revision of the national system's effectiveness in line with circumstances under the Law to prevent money laundering and combating terrorism financing.

At today's meeting, the decision to authorise the transfer of resources from the borrowing funds from the International Development Association, shared in the Economic Recovery Programme has been approved. The decision approved by the government authorises the transfer of 21m euros and 510m euros from the borrowing funds from the International Development Association, shared for the Economic Recovery Programme. These vehicles are transferred to the Kosovar Fund for Cremday Guarantee.

Following the review, the government cabinet also approved the request of the Ministry of Culture, Youth and Sports for the expropriation of 121 works by contemporary authors located at the Grand Hotel facility, which is under the administration of the Kosovar Privatisation Agency. These works of art will be carried to the Kosovo National Gallery, which will take care of their preservation and protection.

At today's meeting, the Government has also approved the decision to abolish partial the Administrative Guide of the Ministry of Trade and Industry No. 06/2019, for the Technical Conditions for Import, Deposit, Majority Sales, Small Oil Fuel Sales and Reserve Cleaning. Under the decision, Article 6 of Administrative Guidance is abolished. The Administrator Guide title also hides the word “and Cleaning of the” Reserves.

Even Administrative Guide of the Ministry of Trade and Industry No. 1120 for Determining Conditions and Criterity for Subjects on Tobacco Marketing and Products has been partially abolished with today's decision. Under the decision adopted by the government cabinet, Article 15 of the Ministry of Trade and Industry Administration Administration No. 1120 for Determining Conditions and Criteria for Subjects for its Tobacco and Products Marketing, as well as Article 3 of the Ministry of Trade and Industry Administration Guide No. 16/20 for the change and completion of Administrative Guide of the Ministry of Trade and Industry No. 1120 for Determining Conditions and Criterias for its Tobacco Marketing and Products. The decision obliges the Ministry of Trade and Industry to change and complement administrative guidelines. Until the release of the Administrative Guide for Change and completion of Administrative Guide for the Determination of Conditions and Criteria for Subjects in its Tobacco Trade and Products, tobacco trading subjects are free of payment for licenses.

The government of the Republic of Kosovo has prosecuted the Republic of Kosovo candidates for the selection of four (4) members of the Independent Commission Board for Mining and Minerals. On the recommended list are these candidates:

The Republic of Kosovo's Parliament has also been prosecuted to candidates for leaders of the Energy Regulatory Office Board:

The government, at today's online meeting, has earmarked 105 thousand euros per ten (10) Allowed NGOs providing child protection services, housing victims of domestic violence and trafficking victims. For spending these tools, shelters/ NGOs are obliged to submit legal and financial reports to the Department of Social Policy and Family, and to the Business and Finance Division at the Ministry of Labour and Social Management.
