The GAP Institute today released the report “Project budget 2021: favouring and discrimination of municipalities in capital investments”, where it says the three ministries with the most budget shared for capital investments in municipalities in 2021 will be the Ministry of Infrastructure, the Ministry of Economy and Environment and the Ministry of Culture, Youth and Sports. While health ministry investments in municipalities are expected to drop by 92% compared to 2020.
According to GAP, municipalities that will benefit most from the budget of ministries for capital investments during 2021 are the Gjakova municipality, Pristina, Decani and Mitrovica.
“The ministries' capital investments in municipalities under Project 2021 are meant to be over 93m euros and to be distributed in 33 municipalities. The three ministries with the most divided budget for capital investments in municipalities in 2021 will be the Ministry of Infrastructure, the Ministry of Economy and Environment and the Ministry of Culture, Youth and Sports. While health ministry investments in municipalities are expected to drop by 92% compared to 2020. The municipalities that will benefit most from the budget of ministries for capital investments during 2021 are the Gjakova municipality, Pristina, Decani and Mitrovica. As in past years, the vast majority of central capital projects have been continued or forced by past years, leaving little room for new projects. Out of about 9m euros of new projects, more than half of them (55%) will be separated from the Ministry of Economy and Environment. The municipalities, which will benefit most from new capital investments in 2021, are the Gjakova municipality, Mitrovica, Kline and Decani. AAK-run municipalities will benefit 60 %s of new investments, LDK-run municipalities with 19%, VV-run municipalities with 12% and others”, the report said.
As for the percentage of investments along with the population, GAP says LDK-run municipalities have been discriminated against and municipalities managed by the AAK have been favoured.
In municipalities governed by other political subjects, however, there is no note of great positive or negative discrimination.
