Execution executive: Year began and ended with prime ministers in office

However, the current prime minister, Avdullah Hoti, ruled mostly with the country for about seven months. He and his ancestors did not wrong their decision - making. Meanwhile, representatives of LVV, LDK and AAK, parties that had prime ministers this year say their governance was more efficient than the other.

Disagreements over forming the government after the October 6th elections in 2019 caused even early 2020, Ramush Haradinaj, to continue as prime minister in office.

He stayed in the prime minister's office until early February. In a total of 33 days, Haradinaj held two government meetings, where he made a series of decisions, among other things sharing several thousand euros for the Presevo Valley.

And in early February, Haradinaj visited the US as prime minister in office, but on the third day of his stay there, he was left without that post.

After 3 February, Kosovo's Assembly voted the government cabinet with prime minister, Albin Kurti. Kurti remained in power for about four months, and only 52 days of them were empowered as prime minister, while 72 days as head of government in office after the fall in the Assembly on 25 March.

Once Kurt took office at the government's first meeting, he asked the ministers for work and commitment, as the eyes of all people are in his cabinet.

The “The eyes of all the people are already in this governing cabinet, therefore each of you. It would be nice for all of us to learn to mention our program that comes out of our common agreement. For with him we shall awake in the morning, and we shall sleep in the evening. Let us be as simple and just as we have our citizens... Our chances of success are great, but we have to work as a team. Successes and failures are collective, not personal, and much less party”, Kurti said.

As days later from the first meeting, Kurt visited Germany to attend the Munich Summit. From there, Kurti demanded that Kosovo-Serbia dialogue be reached with mutual recognition and without maps.

Meanwhile, in the first days of government, he also visited the Albanian state, where he was met with high honours there.

In a total of 39 government meetings, Kurt made a series of decisions, initially downloading public boards, other appointed boards, that political opponents called the governance of “charge-loading”.

But in addition, Kurti on February 27th through a media conference warned the gradual removal of the 100 per cent tax on Serbian goods and the entry of reciprocity measures into force, which were formalised on April 1, 2020.

But these were rejected by the United States, which through their emphasis on dialogue, Richard Greenerell repeatedly threatened Kurt for the withdrawal of American troops from Kosovo's territory and MC funding stops. But before reciprocity with Serbia took effect, Kurti collapsed in the Assembly.

All this after the dismissal of Interior Minister and Public Administration Agim Veliu. “Molle” The dispute became a pro statement, former President Hashim Thaci, who requested the state of emergency declaration as a result of the spread of the Devid 19.

On the day of the dismissal, the LDK as a coalition partner called the party leadership meeting, and on March 18th announced it would take the initiative to dismiss Albin Kurti's government in the Assembly.

This they achieved last week of March. On the 25th of this month, the Kurti government fell with 82 deputies' votes.

Even so, Kurt continued to rule in office by confronting the Codov-19 pandemic. But there was a constant clash with former president Hashim Thaci.

Meanwhile, some Kurti's decisions on restriction to move, as a measure to prevent the Coronavirus, were considered unconstitutional by the Constitutional Court.

It was a decision of exactly the latter that enabled Avdullah Hot to become prime minister on June 4th. This, as the constitution praised that in the event the election winner fails to secure a majority in the Assembly, the president can grant the mandate to anyone who assures him he has 61 votes in the legislature.

Once it gets the trust of 61 MPs, Hoti said his priority would be to regulate relations with international allies, manage with pandemic and economic recovery.

Our priorities are, in addition to fighting this pandemic and economic recovery, strengthening the rule of law, strengthening our friendship with our international partners, taking over on constitutional grounds of the dialogue process, addressing needs in education, health, in particular given the conditions that have been created now due to our indecision, and in particular the health of creating the long-term capacities of our health system, to deal with the pandemic situation, but other areas, a very rich economic development programme in different sectors, there was something like this.

Meanwhile, at the government's third meeting, Hoti abolished reciprocity measures against Serbia, which would open the start of dialogue with the neighbouring state.

And that was the art on July 10th through the virtual Paris Summit. But a few days before attending this summit, Hoti visited an official visit to Albania.

In a total of 52 government meetings, Hoti made a number of decisions, and among other things, he approved the draft Economic Recovery Bill. At the same time, he did not give up on the dismissals and appointments of public boards.

Hoti along with some of his subordinates on September 3rd made their way to Washington of the United States. There, that side by side with President Trump and Serbian President Vucinq would sign the agreement on economic normalisation between Kosovo and Serbia. Hoti praised this as a historic agreement for the country.

But meetings in Brussels for dialogue, Hoti suspended in September following the Serbian side's request for the establishment of the Association of Serb municipalities in Kosovo.

During Hoti's mandate, two Albanian governments gathered in Tirana, where several agreements were signed. Hoti, meanwhile, also stayed on a visit to northern Macedonia.

Hoti's decision-making process stopped her from becoming prime minister. The Constitutional Court on December 21st estimated that the Hoti government has been legally elected, after considering that the MP's vote already arrested, Etem Arifi, as the determining vote, is invalid and subsequently demanded that the country go to early elections.

And the rule of Prime Minister Hoti, Rock Manaj from LDK is assessing this year's best.

I think that this direction has become a good job, as well as management of the pandemic, and now finally, the passage of the Economic Recovery Law I think has been achieved by the government. Hoti in this short period and these extraordinary circumstances for the country”, Manaj said.

But that does not say, LVV leadership member Artan Abrashi, who says the former Kurti government was legitimate and more effective.

Meanwhile, the opposite of pre-speaking people says, Paul Lekaj from the AAK, who estimates the Haradinaj government has been more decision-making than the two governments, Kurti and Hoti.

With Kurti Government I didn't see anything good, I saw only downloads and uploads of people's boards without any analysis. The court is now making decisions against the government. Kurti, a lot of other things that have not gone in favour of government or country.... I think the Haradinaj government has been far more effective than these two governments, he says.

Following the Constitutional Court's decision, where Kosovo declared the Hoti non-legime government, Kosovo is expected to go to early elections early in February.
