The PDK has remained without chairman since Kadri Wessel was arrested and is being held in The Hague under war crimes allegations.
The country will go to early elections after the Constitutional Court ruled that the Avdullah Hoti government vote is unconstitutional because MP Etem Arifi, sentenced to prison, voted there.
On the narrow list of close candidates PDK's prime minister have been named Hoxhaj and PDK Parliamentary Group chief Bedri Hamza.
He has said he has no ambition to be a candidate.
Enver Hoxhaj has been deputy prime minister at Ramush Haradinaj's Government and Foreign Affairs Minister in the government of Isa Mustaf.
