Also set was the date of the joint meeting between the Government of Kosovo and Northern Macedonia.

At today's meeting, the Government's approval has taken the draft bill to ratify the amendment to the financial agreement between the Government of the Republic of Kosovo and the European Investment Bank for the rehabilitation project of railway line 10. The agreement's referendum comes as a result of the request to extend the loan deadline by 2020, because according to the basic agreement, the last issue of credit vehicle availability was December 15th, 2018.
The bill for ratification of the agreement between the Government of the Republic of Kosovo and the Government of Montenegro in the context of accession to the European Union has also received the approval of the government cabinet. The approval of this bill will serve the Government of the Republic of Kosovo in bringing together and implementing goals for integration into the European Union, developing bilateral co-operation between the two countries. The two countries will intensify dialogue on increasing co-operation in the context of integration and accession, as well as on affirmation of European values. The agreement aims to boost stability in the region, as well as improve regional co-operation. The special focus of the agreement will have economic and trade co-operation, free movement of people and capital, co-operation in the area of rule of law and harmonisation of legislation with the EU's Acquis.
The Government has also been approved by the Bill on Change and Fulfilling of the Law on Economic Areas. The bill is aimed at clarifying procedures for establishing, managing and managing economic areas, positioning economic areas, using and promoting economic zones. The creation and development of economic zones is made available through new investments, industrial activities, relief of goods and capital, through application of advanced technologies, creation of new jobs, and promotion of foreign investments and trade exchanges.
After the review, the cabinet has also adopted the Kosovo Philharmonic Bill, the Kosovo Opera and the National Ballet. The bill regulates the organisation of the event and the functioning of Kosovo Philharmonic institutions, the Kosovo Opera and the National Ballet, which exercise cultural-artistic activities of particular interest in Kosovo.
The government at today's meeting has approved the Anti-Corruption Strategy and Action Plan 2021-2023. With the decision to approve this Strategy, all institutions mentioned in the Anti-Corruption Strategy and Action Plan 2021-23 are obliged to implement it. Prevention and fighting corruption is an obligation stemming from legislation in force, from legal framework covering the declaration of property, conflict of interest, protection of beacons, as well as an obligation stemming from Kosovo's membership in international mechanisms for fighting corruption. The 2021-23 anti-corruption strategy and its Action Plan have been prepared with a comprehensive approach to deal with corruption as a horizontal agenda, where all relevant institutions interact with its implementation. It contains priority actions, mainly under the responsibility of the Anti-Corruption Agency, to empower relevant mechanisms for fighting corruption, to increase transparency of public institutions' actions, to the integrity of public officials and transparency in their recruiting procedures, to improve the legal framework against corruption, etc. However, the Anti-Corruption Agency is recommended that, under its responsibilities, continually complement and reinforce the Strategy and Action Plan, so that these respond to ongoing challenges and obstacles identified in preventing and fighting corruption. It should be stressed that since prevention and fighting corruption is a very broad area and is a priority of this Government, this strategy will be met, strengthened and communicated with other strategic documents, namely the Kosovo Security Strategy and the Strategy of Justice, which will soon be brought to Government for approval.
The Kosovo government has approved the replacement of budgetary divisions between sources of financing and the transfer of expenditures to the amount of twenty-eight million and eight hundred and seventy-six thousand and eighty-eight hundred (28,176,480) euros, based on the Law for Budgeting of the Republic of Kosovo budget for 2020, for the <x0m project Emergency Project Individual-19 for Kosovo with the International Development Association, for repaying expenditures taking place on behalf of the fiscal measures of 1.11.15 and 1.15 prior to the Equillessca Equilles.
The approval of the government cabinet has also taken the decision to replace budgetary divisions between sources of financing and to carry spending worth 17 million and 744 euros, based on the Law on Budget Breaks of the Republic of Kosovo for 2020, for the “project. The public sector financing tool for emergency response to COVIDD-19 with the Council of Europe Development Bank to repay the expenditures on behalf of the loan for fiscal measures 1.6 and 1.7 before them in the Emergency Fiscal and Expensive Pack Under Plan for Readiness.
The Ministry of Finance's request for savings, division and adjustments has been approved in the budgetary organisations' spending categories for 2020. Funds worth 500 thousand euros from the Ministry of Finance are transferred to the Kosovar Fund for Creditar Guarantee.
At today's meeting, the Government has also approved Prizren municipality's request for transfer of budgetary means to the Ministry of Economy and Environment in the amount of 931 thousand and 537 euros, for atonement of Prizren municipality obligations regarding the “project. Wastewater treatment plant”.
Even the Gjakova municipality's demand for the transfer of budgetary means to the amount of 275 thousand and 57 euros for atonement of municipality commitments regarding the “project The sewage facility” has been approved at today's government meeting.
With the decision adopted today, the Secretariat has been established for monitoring and co-ordinating the implementation of activities to operate the Kosovo Government's commitments for reforms as a precondition for implementing Kosovo's <x0). The Secretariat will be composed:

The government has approved the recommendation of the Strategic Investment Interministerial Commission to grant strategic investor status to the investor subject “Mo XICO HAPPA KOSOVA MINING L.L.C.” The investment project name for this investor is V ICIANUM MINING PROJECT, and strategic investment capital, is 45,080,383.68 euros, for a period of five years. The investment will be realised in the villages of Gumnisht, Vladhi and Karaks of Mitrovica and Vushtrri municipalities. Investment properties are public and private property.
The government cabinet at the meeting held today has reviewed and approved the decision on the criteria for supporting public companies in the implementation of the Government of the Republic of Kosovo measures in line with the Economic Resurrection Programme.
The concept of climate change has also been approved in today's meeting. The concept-Document has identified the problems and challenges related to improving existing primary and secondary legislation regulating issues from the area of climate change through transposal of EU legislation, considering the commitment of the Republic of Kosovo in this direction.
The government of the Republic of Kosovo has adopted two decisions to seek authorisation of the president of the Republic of Kosovo for linking the international agreement to fund and direct the Heras+ project / High Education, Research and Application Science in Kosovo between the Ministry of Education and Science and the Austrian Development Agency ) ADA. While the next decision is urged by the president of the Republic of Kosovo to authorise the signing of the Agreement on the Amendment 02 of the bilateral Agreement between the Government of the Republic of Kosovo and the Luxembourg Dutch Government for the Development Co-operation Project “Program for Health Support in Kosovo”.

The international agreement between the Government of the Republic of Kosovo and the Government of Northern Macedonia for joint border crossings at “Hanini of Elez-Blace” and “Glloboqica-Jazzica”.
The agreement for co-operation in tourism between the Government of the Republic of Kosovo and the Government of the Republic of Northern Macedonia.
The Government Office at today's meeting has also been informed of the preparations under way for holding the joint meeting of the Government of the Republic of Kosovo and the Government of the Republic of Northern Macedonia.
