We still don't have a budget, nor approved as I know it, so it's going to be quite challenging, especially for the fact that we're on the eve of the holidays when we know that no institutions practically don't work and we'll remain the only institution, which will be in charge in the coming days. The member of the Vetevendosje Movement in the CEC, Sami Kurteshi, has demanded that the CEC establish an app for the census of exiles for new elections expected to be held early next year, saying the work of this institution will be facilitated.

I can imagine that in 20 grand, 30 thousand, 40 thousand or 50,000 voters should be printed letters and there should be human resources to control. There's some data on the app that the app automatically controls, a personal number that has 10 digits is regular, a personal number that has 11 numbers on its own shows that it's not right. Therefore, I'm once again looking for the CEC to raise this issue and create the electronic app for registration of exiles for elections”, he said.

LDK member in the CEC Sami Hamiti said the issue of creating the app is being addressed in Kosovo's Parliament commissions.

“E have long discussed and seen that we have no legal basis for doing this. Now I see that demand is only now after elections are announced. My colleagues who are raising this issue know there is an initiative in the Assembly for fulfilling and changing the law. I know she went through commissions and one of the elements is to create legal opportunity. I know it's been handled on the commissions, it's been a draft to go to the Parliament, but it's a question which, despite the fact that we're already coming up with a situation about what we're going to talk about, has been settled in the diaspora issue with these terms. I consider that at this stage there is no possibility for these” elections, he said.

And LVV member Sami Kurteshi has reacted to his colleague's statements from the LDK to the CEC, saying that the question of creating this app has never opened on commissions.

Member of The PDK in the CEC, Arian Elshani, said they support any initiative aimed at facilitating registration and the diaspora vote.

“As an application we've based on principle, all members have been in some form to get through it, but we need to keep in mind the legal restrictions. We need to know that we have an institutional responsibility and respect the law. So it's good that this issue is discussed in the Assembly today, and I expect not only to allow diaspora voting, but also to have reserved seats in Parliament. This is the best option”, he said.

The issue has led to clashes between members of the CEC from the PDK and the LDK. LVV member Sami Kurteshi said there is no interest in facilitating the census.

At today's CEC meeting, the director of the Office for Registering Political Partys and Certificates, Yll Buleskaj, indicated there is increased interest in registering political parties and civic initiatives. He announced that they have held 10 meetings with persons who have requested information on establishing civic initiatives, while stressing that there is increased interest in communities.

“We are very busy advising political parties as well as initiatives for establishing political parties or civic initiatives. The Constitutional Court's ruling has sparked a particular interest in new initiatives, but also in the certificate of other parties which have conditions to be certified, where there are also many from communities. We had contacts from 10 initiatives. Do you materialize it or not in the future, I don't know, but there are 10 of those that we have held meetings with and advised, as deadlines become public when the” elections are announced, he said.
