Tahiri, among other things, has talked about the Kosovo Republic's expectations following the election of Joe Biden, the new US president.

Faithful Tahiri: “Viti 2020 has undoubtedly been a very difficult year. We at the beginning of June have taken the government under very difficult circumstances at a time when the whole country has been closed facing the Covid19 pandemic, and under very difficult circumstances we have managed to make a big deal of opening Kosovo's economy. We have managed to pass the law on economic recovery and offer a substantial, even modest assistance to Kosovo's economy. On the overall plain, the pandemic has been well managed by Minister Armend Zemaj, in particular to strengthen the medical system in regional hospitals, and to help citizens with pandemics now, even through the law on recovery. On the foreign policy level, Washington's agreement is seen as an agreement that has brought recognition from Israel to Kosovo. Another issue that I think is very important has to do with managing other areas in difficult times, this government will be seen as a government that has been very cautious in spending public money”.
Can the agreement reached in September of this year in the United States be considered one of the main achievements of this Government, and do you expect that agreement to be implemented in full?
Faithful Tahiri “The White House Agreement is a huge state achievement. I also mentioned Israel's recognition then a series of projects that will help Kosovo's infrastructure and, above all, have it on the political level where Kosovo is evening with Serbia, and that meeting has undoubtedly wintered even more and pushed the European Union's action forward in terms of dialogue. So I consider it a very good deal and one of this year's major achievements. We have to wait for President Biden's administration to be careful. But most importantly, President Biden has seen and visited Kosovo and is a friend of ours who by knowing reality and truth serves us because the right is on our side”.
Pandemia Covid19 has been a great challenge, for the whole world as well as for us. Recently, we have hororized increases in cases of Ovid 19 but also deaths. How long has the government managed to manage this situation?
Loyal Tahiri “In June of this year we have received Kosovo completely closed. The strategy at the time was at home, wash your hands and wear masks. We've been in the middle of a very difficult decision, are we going to open up the economy and life or we're going to keep going and bank as a state. Between these two decisions, we have established a mechanism that has been very functional, with an important role being played by the National Institute of Public Health and all the other actors. We have managed to keep our economy to a large extent. On the other hand, we have had many of our family members who have lost their lives to whom he expressed comfort. On the other hand, there was also much work done, especially in strengthening the medical defense system in regional hospitals”.
Except for the arrivals, of course the government has had a jam. In what areas do you consider there has been an impasse?
Faithful Tahiri “the entire government operation has been very difficult, it has been a process of state administration and not of creating any new value, because no state has been able to create a new value, and in this sense the action has been severely curtailed. I think order, law and security were good. You also know the actions that took place in Karatcheva, have gone smoothly through this field. But on the other hand, challenges continue to remain pandemic, and the economy remains, these two must strongly address”.
Since the time of Mr. Hoti received the prime minister's mandate -- the ruling coalition consisting of the LDK, the AAK, the Social Democrat Initiative and minorities -- has faced some difficulties. One of them is the lack of quorum for decision-making in the Assembly. Does this indicate the fragility of this coalition?
Loyal Tahiri “It's showing that we have a problem with numbers, this government has been voted in with 61 deputies and the fact that we haven't been able to pass enough laws and we haven't been able to mobilize our parliamentary majority, it shows of a difficulty and this has come about the fact that most MPs have either been with Cavius or because of the absence of the majority, but it tells of the fragility”.
Do you think you will lead the mandate to the end as a governing coalition?
Loyal Tahiri “This governing coalition is now closely tied to the theme of the president, which means neither when we have established it nor now have a two-thirds majority, to have a president should have a broader mandate. These issues will soon be clarified because the president must be elected in March, so by March it will be clarified whether the coalition will expand or not. What I can say is, we've worked well together by now”
Is it possible even the PDK's involvement in the ruling coalition, so that this coalition will bring the mandate to the end?
Faithful Tahiri “Everything is related to the discussion of the package, meaning a slightly broader political position related to both the president and the government. So far positions are no longer the best. If we see him more interested in going to the elections. My request for this purpose The PDK is to have serious, pragmatic reflections to see where Kosovo is today. Otherwise all parties are equal because neither party has a full majority, neither party has its own Parliamentary Group to lead a candidate for president”.
The arrests of former top KLA leaders by the Special Court are the main events that marked this year we are leaving behind. What is your comment?
Faithful Tahiri “Special Court, it is now an undeniable fact. It has been an extraordinary mistake at the time that the Dick Marty report was neither well addressed nor has there been a will to be established in Kosovo. If it had been founded in Kosovo and had a mandate, the situation would have been different. Now 21 years after the war we face another process, it really is an unexplanable situation. The KLA war has been and continues to be synonymous with a glorious story and a fair war, those who were then alive and young and who have remembered know the truth very well. But the Special Court itself is a very serious process. Teams must be disciplined, there is no experimenting on this subject, but there must be legal arguments above political rhetoric because political rhetoric does not win anything. That's where we have to deal with the best and the right way to face Tribunal”.
Shortly after the arrests, the AAK has reacted as well, demanding the immediate interruption of dialogue with Serbia. Would dialogue really have to cease, though a new date of the next meeting has already been set?
Faithful Tahiri “Dialog is a one-way track for Kosovo, we must dialogue, but for the process and the format of dialogue we should always be careful and in particular to our goal for a final agreement. Without a unifying stance of the international factor, the EU, Germany and the United States, it is a problem for this issue to be resolved quickly. In that sense it's very important that in the dialogue we keep in mind the form, as we should never fear dialogue because the arguments are on our side”.
Another highly controversial case during 2020 was that of the president. The AAK has already nominated its candidate, who is Mr. Haradinaj, but who seems to have no strong support from other subjects. Can this issue lead to early elections?
Faithful Tahiri “If we don't have a choice for president, the country goes to the polls”.
Do you think the elections, without a preliminary agreement, will be a solution to the president's case?
Loyal Tahiri “It now takes a largely PDK reflection because the VV has called for elections, if we want to prevent elections, if not elections. Will it be a choice, I can't say anything, polls are pretty much known, but how it's going to go I don't know”
