MPs from the Kosovo Assembly have not had a decision to approve in principle the Bill for International Justice. Annie why she was supported by most parliamentary groups, at the moment of the vote there were not 61 deputies present. Meanwhile, the Vetevendosje Movement, addressing criticism of the bill, voiced anti-respondence.
Deputy Prime Minister Besnik Tahiri arguing the bill said the same would serve many Albanian diaspora as well.
“This bill will replace the current Law for the selection of law dispute with the provisions of other states, which has remained a legal heritage following the breakup of Yugoslavia. This bill will bring Kosovo into step with world trends in this area, and is simultaneously in line with key regulations with obligations that are from the EU and is based on modern acts with the international law of Belgium and Switzerland. The bill also envisions general rules and principles on how Kosovo will implement foreign law by contemporaryly regulating this topic with all key institutions. The bill also envisions rules for establishing competent law in the event of marrying two different citizenships”, he said.
But LVV deputy Dimal Basha said against it, who called for the return of the reciprocity principle to this bill.
A minister who does not respect the principle of reciprocity in his bills will never find our support. While the minister decides to withdraw and reverse the reciprocity principle and regulate to Article 52 where it is about adoption then... otherwise in this form LV- does not support”, he said.
This was considered unreasonable by LDK deputy Rock Manaj.
The Justice Ministry has removed the request for reciprocity in this bill, replacing it with some more modern rules. After the clarifications were provided by experts, we have found that the changes made are for changing the lives of our citizens, allowing them clear procedure for recognition and execution of these foreign decisions. Prepped more for easier recognition of court decisions”, he said.
Unlike LVV, the other opposition party, The PDK voiced support for the bill.
“We will support in principle and vote when we observe the ruling coalition also has the will to vote. Establish conditions and circumstances to vote in this first phase”, he said.
Meanwhile, from the AAK, Teuta Haxhiu said that between the two readings would make their contribution to the bill.
Our parliamentary group supported in principle and normal between the two readings will make our contribution”, she said.
Adoption of this bill was requested by the head of the Initiative parliamentary group - AKR, Andrew Shala.
“We as the parliamentary group also, given the importance this bill has for the citizenship of the republic and our citizens who are in the diaspora. But with this bill they would enjoy Kosovo's rights on this, and we support that bill”, he said.
