Other members of the joint criminal enterprise included Azem SYLA, Lahi BRAHIMY, Fatmir LIJAY, Sylejman SELING, Rrustem MUSTAFA, Shukri BUJA, Latif GASI and Sabit G ECI, as well as some other KLA policy military leaders, including other members of the General Staff; Ministers and deputy ministers; KLA area commanders, zone deputy commanders and other members of the area's command headquarters; commanders of brigades and entities; commanders and members of KLA police and intelligence services; other KLA soldiers; and others acting on behalf of KLA (with Hashim T) HACI, Kadri V ESELI, Rexhep SELIM and Jakup CRASNIQI, collectively)

Each of these individuals, by his or her actions or inactions, contributed to the achievement of common purpose. Otherwise, some or all of these individuals were not members of the joint criminal enterprise, but were used by joint members of criminal enterprise to commit crimes in advance of the common purpose (with members of the OSCE, collectively members and the tools of the JCE CE).
