In a parliamentary statement he has to say that there is no “no alternative” other than the four-week impasse of all England.
But Mr. Johnson would explain that he had the right “to prove any possible option” before ordering people to stay at home.
Labusists have said they would support the impasse, but criticised the delay.
Mr. Johnson announced at a press conference in Downing Street on Saturday that strict measures would be imposed throughout England by Thursday, closing pubs, restaurants, gyms, non-religious shops and places of worship.
Full details of the regulation are expected to be published before MPs vote for the move Wednesday.
