Recent accusations by the Special Court and objections to establishing association are not expected to suspend Kosovo-Serbia dialogue. Despite differences within the coalition, the government Hoti sees no reason not to continue co-operation with the EU for developing dialogue with the neighbouring state. And such access by the executive to the continuation of dialogue is waiting for official Brussels itself.
Meanwhile, the Vetevendosje Movement and civil society see the continuation of dialogue with Serbia as unclear. At Albin Kurti's party, they say that in these political circumstances the process of dialogue cannot be led by Prime Minister Hoti.
EU Foreign Policy spokesman Peter Stano in a response to Kosova Preris says dialogue between Kosovo and Serbia should continue despite recent developments in the country.
“Dialog, following its resumption in July, is again continuing and advancing with meetings at the expert and highest political level. Leaders of both sides -- President Vuciq and Prime Minister Hoti confirmed (in a joint statement on 7 September) that they give the highest priority to integration in EU, continuation of work in Pristina dialogue EU-brokered Belgrade. Having this common commitment and understanding of priorities clear, it is essential for the progress of Kosovo and Serbia on the European path”, Stano told Kosova Prees.
In line with the latter is the Government of Kosovo that through its spokeswoman, Antigona Bajzak, says there is no reason for suspension of dialogue.
“in the Kosovo dialogue Serbia, which is under way in Brussels with the European Union's mediation, Republic and Kosovo participate to realise its interests rather than Serbia's. Prime Minister Avdullah Hoti estimates that the Government of the Republic of Kosovo has no reason to suspend co-operation with European Union institutions. On the contrary, he vows to work faithfully and honestly to fulfill constitutional obligations and responsibilities. Kosovo's government will co-operate with all institution keepers and with international partners”, she said in a response to Kosovas.
But immediate suspension of dialogue is seeking Prime Minister Avdullah Hoti's ruling partner.
Justice Minister from the AAK ranks Selim Selimi at yesterday's government meeting said dialogue should be halted until another political situation.
“as justice minister, but also as a citizen of this country, also delegated by the Alliance for the Future of Kosovo for dialogue, I consider that the Government of Kosovo should initially suspend dialogue until another moment. For more, the Specialised Chambers by accepting files and evidence fabricated by Milosevic's secret service that was seen even in the media, and since it does not make clear that the KLA is not a criminal organised group then the fragility of national security of the Republic of Kosovo is expressed”, Selimi said.
And no continuing dialogue by Prime Minister Hoti is seeking Vetevendosje MP Artan Abrashi, who says of Kosova Prees, that the process of dialogue should be led by a government that emerges from civic votes after the new elections.
Mr. Hoti is not a creditor person to lead such a process. This is because what he represents is a unstable government that has no unity inside. Plus lacks credibility and the political power to lead Kosovo into a significant confrontation like this of dialogue with Serbia. Whether this process continues, we think he cannot be led by a person who lacks legitimacy, lacks political credibility, and that dialogue with Serbia should continue a legitimate government derived from a civic vote”, he says.
While, Arber Fetah from the Group for Juridical and Political Studies tells Kosovo Press that the Kosovo side should have a clear position that without mutual recognition with Serbia there will be no dialogue.
The future of the dialogue is quite unclear, given that the goals for Kosovo and Serbia on the part of the EU are unclear. It is not well clarified what normalisation means, it is not well clarified what the end of the dialogue will be. Since mutual recognition is said to be needed on the other hand, Serbia has referred to this by introducing association as the main and main theme from this process they want to get more. In the Kosovo context, these criticisms that are made to the EU, I believe, should also be billed by the ruling coalition itself, considering that there has been a lack of a clear platform of where it wants to be reached with dialogue. What are the topics that need to be touched, and what is that minimum and maximum expected of dialogue. The EU's role and its uncertainties in the process should not be Amnised. The Kosovo government has had to have a position such as where it should do some sort of lobbie and pressure on Germany and France, among other things. To show our position that without mutual recognition this dialogue cannot continue further”, he says.
The Special Court on Thursday confirmed the indictment for some former members of the KLA's General Staff, such as Hashim Thaci, Kadri Veselini and Rexhep Selimi. The day before, even the former spokeswoman was arrested KLA, Jakup Krasniqi.
In addition, dialogue with Serbia has faced difficulties either in establishing or not the Association of Serbian municipalities in Kosovo. While the Serbian side has tried to condition the continuation of dialogue on the implementation of this topic, the Kosovo government has insisted that association will not be opened within dialogue, but will only be implemented in the final agreement with Serbia.
