The danger of attacks in Germany, over 600 potential terrorists in this country

At least one attacker in Vienna was known to the Austrian police. The 20-year-old killed on Monday (2.11) at the site of the attacks has been known for security organs, because he has sometimes tried to go to war in the ranks of the so-called Islamic State. But it does seem that the auras did not believe [...]
Otherwise it is the situation of 627 people, according to data from September 1, 2020, since security authorities in Germany ranks among those who can practice terrorist acts. Among them are 20-year-olds from Syria, Abdullah al-H., who October 4th in Dresden attacked a homosexual couple with a knife by seriously injuring them. One of the men died a little later.
German authorities claim the danger in Germany “remains at a high level”. Germany is still on the list of countries considered a potential target of terrorist organisations. In early July a report was released for 2019, which says authorities have attempted several terrorist attacks.
People and individuals motivated by terrorist organizations are considered to be too dangerous because controlling them is very difficult.
What does a dangerous person mean?
A person with risk is a notion introduced by security forces that describes persons who could potentially perform violent acts with political motives. Security authorities cannot arrest such people, until they can't be blamed with concrete acts punishable by law.
But, meanwhile, membership in a terrorist organisation is considered a criminal offence. Legally forbidden are the preparation and support of a criminal offense, which may include the actions of such ones.
People with riskability and “relevants”
In front of the dangerous people in Germany there are also about 500 “relevant persons”, who are targeted by security authorities. These may be leaders, supporters or other persons operating within the terrorist spectrum and who are suspected of supporting or organising an attack. Relevans are also the associates of endangered persons and those who keep in touch with them.
Among the approximately 300 returnees from Syria to Germany, on 1 July, as endangered are ranked 109, while 90 as “relevant”
The federal government claims that Islamic terrorism in Germany has a potential of about 30,000 people who in various forms can support it. Some 12,000 of them come from the salafist scene.
How can it be done with them?
Each person with risk is particularly analysed by security authorities and then taken certain measures against him. Police do not elaborate on measures taken against these people. But among the measures are monitoring, controlling up to monitoring all the time from these people's costly police authorities. Authorities say the commitment of 25-30 police officers is needed for a dangerous person, who should be monitored all the time. So this measure is designed only for people who are dangerous.
Is it dangerous to be expelled?
In the wake of the terrorist attacks, debates always open about the possibility of having people on whom they are suspected to stage a terrorist attack. Like, after the terrorist attack on Dresden, when Interior Minister Horst Seehofer demanded the establishment of the possibility to expel dangerous persons.
But certain conditions must also be met for the expulsion of such ones, although this may generally be said to be possible. From 2017 to 2019, 93 people with riskiness and relief have been deported. But this process is difficult and long in evidence of terrorist Anice Amri, who in Berlin killed 12 perosnas in December 2016. Amri had at least 14 different identities, and until the definition of true identity, a long time has been required. This was just two days after the terrorist attack.
But the overwhelming majority of dangerous people have German citizenship - a German passport.
