Halim Krasniqi is Kosovo's general consul in Tirana, who was dismissed today with the abolition of the president's office fraud Vjosa Osmani.
And, already as a former consensus, Krasniqi did not have a good image of the diplomat in the Albanian state.
Upon taking over the post of General Consul in Tirana, Krasniqi had changed his name from Halim to Arian. Media in Albania had reported on how the General Consul resulted in operating under two names.
In a passport issued on 25 August 2015 by Kosovo institutions, Kosovo's dismissed consul in Tirana was named Halim Krasniqi, while in another identification document issued by authority in Albania in 2011, Krasniqi was named Arian.
Albanian media had reported that it is not understood how Krasniqi received the ID with Albanian citizenship in 2011, when in five years later, in 2017, he received the Kosovo passport.
Krasniqi had been appointed to the consul's post just one month after Hashim Thaci took over the post of president in 2016.
Former Foreign Minister Glauk Konjufca had taken the decision to withdraw Krasniqi from the consul's post since March 30th 2020, but Thaci did not decree the decision, keeping Krasniqi in office in opposition to the law.
While on September 4th 2020, Thaci had appointed for yet another term, Halim Krasniqi, as the consul's appointment is done with the ministry's proposal and that the consul, who is not a member of the diplomatic service, cannot stand more than a mandate.
While today Osmani's president for the consul in Tirana, Halim Krasniqi, has decided to abolish the decree for the appointment of the consul general, in line with the Foreign Affairs Ministry proposal, which, according to her, was not taken on grounds by the preliminary president.
Osmani has also abolished three decrees for consulries in Prague, Ljubljana and Skopje. Flares Shala, i (Page), Blendi Kilay (Lubjane), Lindon Kqira (Skopje).
According to Osman, on these three occasions, based on diplomatic and consular practice, general consulates, such as order, do not open, and general consulates are not appointed to the same city where the embassy is located. Moreover, based on information sent to us, for these general consumers there was no execument/reciency from the host state”, the report says.
