“A change of Constitution for final agreement with Serbia” is necessary

Recognisors of this issue in the country estimate that Serbia is the one to change the constitution, in order to remove Kosovo as an integral part of it.
Constitutional Law Professor Mazbul Baraliu has said in an interview for Online Economy Kosovo needs no change to its Constitution under any circumstances.
He added that any change in the Constitution and the laws of Kosovo undermines the country's sovereignty and integrity.
“As regards the final agreement, there is no need to change the Constitution of Kosovo. However, it needs Serbia's Constitution to be changed before an agreement is bound because in the pre-multipulation of Serbia's current constitution, Kosovo is an integral part of it and in the new current inauguration of the new Brnabyq government has been sworn in by all MPs and the Government of Serbia to keep Kosovo an integral part of its”.
Any amendment to the Constitution and the laws of Kosovo, which implies concessions to Serbia, undermines the country's sovereignty and integrity”.
Professor Baraliu stressed that national consensus is needed for final agreements between Kosovo and Serbia.
“Consensus would need must for a final agreement. The disaster is that this political class has not proved capable of reaching a consensus several years and coming up with a common status and opposition platform towards Serbia and the EU. And therefore consensus is more than necessary because without a consensus any agreement to be reached with Belgrade and Brussels even with Washington cannot be ratified in the Kosovo assembly. This should be considered by this political class and this coalition government”.
While Professor Riza Smaka said that if changes were made in terms of association of Serb majority municipalities that would be the establishment of the constitutional basis for partitioning Kosovo.
Smaka added that the political class must be very vigilant and work in order for the country to get out of the crisis.
If changes were made to accommodate the Kosovo Serb majority municipal association agreement, it would be the worst possible solution and it would be to establish the constitutional basis for partitioning Kosovo. But if our failed political class failed, it would now be among the biggest failures for our country”.
Under one paragraph, one Constitution has been defined that Kosovo is a unique state. Even so, our state is not efficient and will create a basis for partitioning Kosovo, which is the goal of Serbia's policy. So the political class would need to be very alert and work. There are many people in our country who will be able to cope with the best people Europe has. They must take such people to work and go with rational projects”.
