US President-elect Joe Biden presented the appointments Tuesday for the first members of his cabinet, including former Deputy Secretary of State Antony Blinken at the head of the State Department.
He said the United States will be “ready to lead” back on the global scene after he comes to the White House in January, pledging that America will work with allies abroad.
Mr. Biden signalled that he intends to remove the United States from the unilatralist motto “The America of the First” followed by President Donald Trump.
There is a team reflecting the fact that America is returning, ready to lead the world, not to withdraw from it,” said Mr. Biden.
American foreign policy under the Biden administration is likely to focus on a multilateral and diplomatic approach aimed at repairing Washington's relations with key allies and following new ways on issues such as climate change.
Mr. Biden said he was surprised by calls with world leaders on the fact that how eagerly they are waiting for the United States to affirm their historic role as global leaders everywhere in the Pacific, Atlantic and around the world. ”
The elected officials, most of whom will seek confirmation of the Senate, appeared with Mr. Biden and Vice President-elect Kamala Harris at an event organised for this purpose at Wilmington State Delauer.
Mr. Antony Blinken has close ties with President-elect Beden. He served in high-level national security roles when Mr. Biden was vice president during Obama's administration.
Mr. Biden said that his selection by Mr. Antony Blinken will restore morality and confidence in the State Department, which answers to the country's diplomatic relations.
Among the other appointments for the cabinet of future President Joe Biden are Linda Thomas-Grenfield, former secretary of state, as US ambassador to the UN and Jake Sullivan as national security adviser. Mrs. Thomas-Grenfield, African-American, is a policy expert on Africa and has been in high office during Obama administration.
Mr. Beden also selected Mr. Alejandro Mayorkas to head the Department of Homeland Security and former Senator John Kerry as the president's special envoy for the climate.
Avril Haines was appointed director of national intelligence, the first woman to serve in such a role. She was deputy director of the CIA from 2013 to 2015 and also Vice National Security Adviser.
Janet Yellen, former head of the Federal Reserve, is expected to be named Secretary of the Treasury.
Although they are not widely recognised by the American public, former Blinken and Sullivan have helped Mr. Biden draft the strategy that will include immediate access to America's allies, as antagonisms were born from President Trump “Amerika's policy, or Para”. The future administration strategy demonstrates willingness to jointly respond to global problems, such as pandemic and economic crises.
The president-elect, Joe Biden, has pledged to return the country to the nuclear agreement with Iran if Tehran resumes respect for terms; return to the Paris Pact for climate; cancel plans for exiting the World Health Organization and cancelling the existing regulation that does not allow federal funding support of charity groups discussing abortion. These measures would annul the administration's policies of Trump, and some of them are expected to enter into force soon after the inauguration of the next resident on January 20th.
In his address Tuesday, President-elect Biden called on the senators to confirm his appointees on a two-party basis -- a implicit recognition of the obstacles the Senate, controlled by the Republicans, could reveal his administration.
The president-elect shared his vision of a foreign policy based on a leading role of the United States in the world and on strengthening alliances in the Asia-Peacekeeping region.

Mr. Blinken, 58, has long established the need for the United States to take on a leading role in the world, communicating and co-operating with the Allies, or they will take that role from countries like China, which have very different interests.
The “though it may seem as a burden sometimes, the alternative, in terms of American interests and lives, would be much worse,” said Mr. Blinken in an interview with Reuters news agency in October.
Asked if the US could testify to improvement with Mr. Blinken in the post of state secretary, instead of Mr. Mike Pompeo, Chinese Foreign Ministry spokesman Zhao Lijani ignored the question, saying he did not comment on domestic American issues. He underlined that China is ready for improvement in communication with the US.
Mr. Blinken underlined that China was willing to improve communication, strengthen co-operation and address disagreements with the US.
People who have become closely acquainted with Mr. Blinken call it “diploma among diplomats”, with quiet speech but strong knowledge of the practices and details of foreign policy.
After Democrat candidate Hillary Clinton lost the presidential election in 2016, Mr. Blinken was one of the founders of the WesternExec Advisor consulting group offering advice on geopolitical risks.
Mr. Blinken, a lawyer graduate, entered politics in the 1980s, helping raise funds to the democratic candidate in presidential elections, Michael Dukakis. He was one of the experts on preparing former President Bill Clinton's speeches, and then one of the national security advisers. During the Obama administration, he worked to limit the number of American troops deployed to most of the missions abroad.
During Mr. Biden's campaign, he was one of his closest advisers, even on topics beyond foreign policy. He is known as Mr. Biden's trusted person, having worked with him since his unsuccessful efforts to run for president in 2008. At the beginning of Mr. Beden's term as vice president, Antony Biden worked as his adviser to national security and as head of staff for the Senate's Foreign Relations Commission while Mr. Biden was chairman of this commission.
Jake Sullivan used to work as Mr. Biden's national security adviser during the time he was vice president. The 43-year-old graduate of Yale University has also been a participant in the prestigious Rhodes programme at Oxford University and has been named for having to work behind the scenes. Mr Sullivan was part of the negotiations through informal channels and maneuvers that led to the 2015 invasion of Iran, which was canceled by President Trump.
Mr Sullivan had in his wallet a number of foreign and domestic policy themes, including public health problems and response to the economic shock from the pandemic and soon became part of the transition team for President-elect Biden.
