Police in the Austrian capital said the attack was carried out by several suspects armed with rifles, and that one was shot dead by officers.
Armed men opened fire on people enjoying a last evening before a corruption deadlock Monday, authorities said.
Four people have been confirmed dead including the suspect killed by police and 14 injured.
Vienna police have confirmed that the explosive belt worn by the attacker, whom they described as a fan of the Islamic State, was false.
