Police had said earlier that several armed suspects with rifles had begun shooting in Seitenstengasse, a street in central Vienna, around 8:00 (19:00 GMT) and that the shooting occurred from six different countries.
Nehammer had earlier said at least one suspect was still at large.
Vienna has 10,000 police officers stationed in the city, and investigations are under way.

At least 15 people were injured, including a badly injured police officer.
