President Aliyev announced a joint peacekeeping mission of Turkey and Russia on Karabakh Mountain. Under the agreement, he said, Russian soldiers will stay in Karabakh Mountain for 5 years and that period could be extended if the parties do not oppose it.
As predicted, Aliyev stressed, Russia will number 1,960 troops and 90 armoured vehicles of its peacekeeping forces on the Karabakh Mountain Contact Line and on the Lachin corridor.
Furthermore, Aliyev announced that Kalbayar will be handed over to Baku by November 15th, the district Agdam by November 20th, while Lacin by December 1st.
Azerbaijanas President described the deal as Armenia's “loss”. He stressed that the Armenian prime minister signed the agreement because of Baku's “iron fist” and not by the will of Yerevan himself.
Aliyev also said that the liberation of about 300 settlements since 27 September weakened the Armenian army.
Earlier, Russian President Vladimir Putin also announced that Azerbaijan and Armenia have signed an agreement to end the conflict in the Karabakh Mountain region. He said those two countries under the agreement will stay in the positions they control.
Relations between the two former Soviet republics over Karabakh's Malness have remained tense since 1991, but new clashes erupted on September 27th.
Since then, Armenia has repeatedly attacked civilians and Azerbaijani forces, even violating three humanitarian ceasefire agreements.
About 20 percent of Azerbaijan's territory for nearly three decades has been under the illegal invasion of Armenia.
