The agreement (“Declaration of the President of the Republic of Azerbaijan, Prime Minister of the Republic of Armenia and president of the Russian Federation” states the following:

We, the president of Azerbaijan, I. Aliyev, Prime Minister of the Republic of Armenia N.V. Pashinyan and president of the Russian Federation V.V. Putin, the following:

A full ceasefire and the end of all hostilities in the Nago-Karabakh conflict is announced by 0000 with Moscow time on November 10, 2020. The Republic of Azerbaijan and the Republic of Armenia, further referred to as Pala, will remain in positions they invade.

The Agdam district will return to the Republic of Azerbaijan by November 20th 2020.

Along the contact line in Karabakh and along the Lachin Corridor, a 1,960 peacekeeping contingent of the Russian Federation with small arms, 90 armoured personnel carriers and 380 vehicles and other parts of special equipment will be deployed.

The Russian Federation's peacekeeping contingent will be decided in parallel with the withdrawal of Armenian armed forces by Nago-Karabakh. The duration of the Russian Federation's peacekeeping contingent is 5 years automatically extending for another 5 years unless one of the parties should hold a 6-month notice on the contrary.

In order to improve the effectiveness of implementation of the Agreement by the Pauls in conflict, a peacekeeping centre tasked with implementing the ceasefire will be established.

The Republic of Armenia will return the Kalbayar District to Azerbaijan by November 15th 2020 (this was later postponed on November 25th) and the Lacin District from December 1st. Corridor Lachin (5 km) wide (3.1m), which will secure access from Nago-Karabaku to Armenia and bypass the town of Shusha, will remain under the control of the Russian Federation's peacekeeping contingent. Depending on the agreement by the parties, a construction plan will be defined in the next three years for a new movement route along the Lachin Corridor, ensuring a link between Nago-Karabakh and Armenia with the subsequent restoration of Russian peacekeeping contingent to preserve this route. The Republic of Azerbaijan will ensure the safety of the traffic of citizens, vehicles and goods along the Lachin Corridor in both directions.

Internally displaced persons and refugees will return to Nago-Karabakh territories and neighbouring areas under the control of the High Commissioner for Refugees's UN Office.

The exchange of prisoners of war, hostages and other prisoners, as well as the remains of fatalities, will be carried out.

All economic and transport ties in the region will be unblocked. The Republic of Armenia will ensure the safety of transport links between western regions of the Republic of Azerbaijan and the Autonome Nakhchivan Republic in order to organise the unhindered movement of citizens, vehicles and cargo in both directions. Russia's FSB Border Service will exercise control over transport communication. Depending on the agreement by the parties, construction of the new infrastructure linking the Autonome Nakchivan Republic with the Azerbaijani regions will be carried out.
