Update the list, who can enter Kosovo without a PCR test?

And for the way a country is decided to have high risk of infection, they have provided details from the Ministry of Health.
In this institution, they have declared that Kosovo operates on the list published on the website of the European Centre for Disease Prevention and Control (ECDC), a list that is constantly updated.
The “List is published on the ECDC website and is also carried out in Kosovo. High risk countries are considered with more than 120 cases of infection in 100,000 residents”, the ministry has declared.
Based on this list, the states which Kosovo considers at high risk of infection are: Spain, France, Great Britain, Italy, the Netherlands, Belgium, Romania, Poland, Czechia, Portugal, Austria, Ireland, Hungary, Slovakia, Croatia, Slovenia, Luxembourg, Malta, Iceland and Liechtenstein.
All these countries have over 120 cases of infection in 100,000 inhabitants, which make them part of the list of high-risk states.
The worst situation is in Czechia, Belgium, and Holland.
