However, according to the Procedure and Tests of These Chambers, a judge under extraordinary circumstances if a specialised prosecutor presents valid reasons before the indictment can be confirmed ) could issue temporary orders for failing to reveal the indictment to the public, “to prevent the defendant's escape, or prevent any other intervention in the procedure, or social unrest<1>.
