Kosovo Assembly deputies gathered again today for two different sessions that lasted throughout the day. Initially, the Assembly of the Republic of Kosovo has continued working with unfinished points from past sessions.

In the absence of quorum, there has not been any decision in this session on the KLA War Values Bill; on proposal-resolution from the report of Kosovo Republic of Kosovo Prime Minister Avdullah Hoti on Kosovo-Serbia dialogue; on the proposal resolution by Interior Ministry Minister Agim Veliu, according to MP Fatmir Kolcaku's request signed by 9 other MPs from the Parliamentary Movement Group, in terms of the introduction of the reformed members of the Republic of Serbia, in the Serb Republic of Kosovo, Kosovo village of Komcacu; I have also signed by 9 parliamentary deputies from the Parliamentary Group of the Vetpecian Movement, in connection with the introduction of the Republic of Kosovo Republic of Kosovo, in the province's village of Kosovo; I have been able to facilitate the interim measures to facilitate the project for the EUHOHRCHOCHOCHOBECHOBECHN CO VID-19”, as well as Bill No. 07/L-018 for a change of Law completion No. 05L132 to Auto.

In contrast to last session, this time the Parliament has approved the annual report of the Independent Commission for Mines and Mines for 2019; the annual report by the Kosovar Competition Authority for 2019; the annual report of the Kosovo Pension Savings Fund for 2019; and the annual report of the Railway Regulatory Authority for 2019.

Meanwhile, the draft resolution from the interface with the prime minister of the Republic of Kosovo, Avdullah Hoti, under MP Besa Ismail-Ahmeti's request, backed by 8 PDK GP deputies, regarding the responsibilities related to developments in the dialogue process in Brussels regarding the work of technical groups, has not been put to the polls at the request of MP Abelard Tahiri, with the reason that they have not yet managed to harmonise positions with other parliamentary groups.

Points for which there was no decision-making will be put to the polls at one of the next Assembly sessions.

The new session, led by Parliament Speaker Vjosa Osmani, began with ordinary points, statements outside the agenda and parliamentary questions.

After the time consumption of these two points, the session director passed in line with the review of the four bills: The draft law on the Ratification of the Agreement between the Republic of Kosovo and the International Development Association on Funding the programme ? Promoting and Allowing Water Safety Options, Credit Framework Agreement Ratification Bill between the Bank for Development of the Council of Europe and Kosovo -- an instrument for financing of the public sector for emergency response to COVID-19 -- the Bill on Rating the Law of the Credit Bureau for International Infrastructure Resiliency between the Republic of Kosovo and the European Bank for Reconstruction, as well as the Rating Bill for Financial Funding of the Financial Republic of Kosovo and the European Investment Bank for the International Investment Projects.

Presenting and rationalising these bills before MPs made Finance Minister Hykmete Bajrami, asking them to adopt the same.

Following the rationalisation of the bills, according to the procedure, the heads of parliamentary groups spoke, who expressed the positions of the groups they represent while then other Parliament deputies.

In the absence of quorum, the three above-mentioned bills did not have decision-making, while the Bill for ratification of the Credit Framework Agreement between the Council of Europe Development Bank and Kosovo ʹ instrument for public sector financing for emergency response to COVID-19 was adopted.

Parliament Speaker Vjosa Osmani received the word and attracted the attention of MPs and all commissions, as well as commission staff, since it comes to ratification of different international agreements with Kosovo the constitutional term, the Republic of Kosovo, will be used. This decision, according to Osmani, was taken unanimously by all MPs from all political subjects in the past legislature.

Then three bills were first reviewed: The Petition Bill, the Bill on Change and Fulfilling of the Law on Religious Freedom in Kosovo, the Bill on Change and Fulfilling of the Law on Financing Political Subjects, Changed and Fulfilled With Law No.04/L-058, Law No. 04/L-122 and Law No. 0/03/ L-073 for General Elections in the Republic of Kosovo changed and fulfilled with Law No. 03 L-256.

Reasoning these three bills made Deputy Prime Minister Driton Selmanaj, who called for deputies' support for approval, but there was not enough quorum for these bills either.

Meanwhile, the Civil Code of the Republic of Kosovo, due to the volume, but also the necessary time for treatment, was not reviewed today.

The session then followed with the review of the Central Bank Report of the Republic of Kosovo for 2019, which, after discussions by MPs, was approved by majority of votes.

The MPs also appointed six members of the Council for Free Jury Assistance: Lyra Cela, Justice Ministry representative Jelena Krivchevic from the Ministry for Communities and Kthim, Orhan Deva from the Finance Ministry, Admir Salihu from the Kosovo Lawyers' Oda, Besir Islami from the Supreme Court and Nazife Jonuzi from nongovernmental organisations.

By secret vote, meanwhile, the Assembly chose Granit Musliu, Xhevat Latifin and Azra Dudiq, members of the Independent Media Commission.

At the end of the session, with the reconciliation of the heads of parliamentary groups, it was decided that the Law on Petitions, the Bill on Change and Fulfilling the Law on Religious Freedom in Kosovo, Bill on Change and Fulfilling the Law on Financing Political Subjects, Changed and Fulfilled With Law No.04/L-058, Law No. 04/L-122, and Law No. 0/03/ L-073 for General Elections in the Republic of Kosovo changed and fulfilled with Law No. 03ly L-256, be put back in the polls on Wednesday, October 21st.
