In this letter, Mustafa had taken up the EU competition that association would not be with executive competence.
Mustafa tells why he has not published this document before.
I would like to stress that this letter I did not make public at the time when I was accused by the VV and other opposition parties for this agreement, because those accusations I considered groundless and only as a political cause against the Government that I led”, he writes, I follow Periscope.

On August 24, 2015, the day before the signing of the General Principles/Enformation Agreement, from the EU High Representative Frederica Moghrini, I accepted the letter with this content:
“In the context of our discussion for the establishment of Association/ The municipality of Serb Majority, I want to confirm that it is the meaning of the EU, that the ASociationo/Unity ʹ in line with the First Agreement and Kosovo Laws will not be introduced as the third level of governance and will have no executive power. The EU, in exercising its role as a fascilitator of the Pristina-Belgrade dialogue, will continue to monitor respect and immigration by both sides of the First Agreement and other agreements reached in dialogue”.
Today in my discussion with Mr. President. I introduced Lajcak to the EU pledge I made from Mrs. Mogher.
