Prime Minister Avdullah Hoti declared today that within this year they will adopt the new law on public procurement.
After a visit to the Public Procuration Regulatory Commission, the head of the Government of Kosovo said that through reforms in this institution, millions of euros will be saved.
He showed the importance of the KPCP said the new legislation would eliminate all bureaucratic weaknesses and barriers within the procurement.
“We are very interested in advancing the procurement advance in Kosovo. The first phase was carried out, where we secured full transparency in the process. Now we go to phase two on the effectiveness of the public procurement field. This means eliminating all the weaknesses in the process of procurement by removing bureaucratic procedures. By creating black lists of companies in case they don't adhere to contracts. We will fix the complaining system, because it is unacceptable for the government that 60 per cent of the procurements are being put into the process of OPSH complaints. Meanwhile, they must be put into the process competitive in contracting authority by having contracts of four years being brought by an institution at OPSH”, he said.
Board member at the Public Procure Regulatory Commission Sami Uka expressed interest in co-ordination with the government on legislative reform within public procurement.
“This needs another legislative reform that supports this part of the first reform. Under these circumstances, we have seen the need to have a meeting with the government in order to co-ordinate actions under this legislative reform that is under way”, he said.
