Hoti has said the Constitution was affected in 2013 when the signed agreement for the Serb majority municipalities has been ratified in the Kosovo Assembly.
“We are in the process of dialogue with a clear platform... The country's territorial integrity is not affected. The deal should be comprehensive, binding, with the first point of mutual recognition... The constitution is affected in 2013 when this accord is ratified, said Hoti.
