Eugen Cakoli from the Kosovo Democratic Institute (KDI), in a pronomation for IndexOnline, has said the Parliament has faced numerous problems this year, resulting in the fragility of the parliamentary majority but also extreme political polarisation.
This legislature's “characteristics, especially after the change of government, has been the inability to secure the minimum number of votes for quorum, for the passage of simple procedural bills”, Cakolli said.
He further stressed that even the non-parliamentarians language has been one of the characteristics of this first year of the VII legislature.
The Parliament's “work this year has also been characterised by frequent use of language and non-parliamentary behaviour on the part of MPs, who have often hampered the management of works both at hearings and at committee meetings”, he stressed.
That the job of the Parliament has been weak and that co-operation between the position and opposition has been extremely polarised testifies to the fact that it has taken seven times before MPs to vote on the Economic Recovery Bill, which has been named as a good infusion for the Kosovo economy, at this time of pandemic.
But this has not been the only legal initiative that has faced difficulties to proceed further.
Out of a total of 141 pre-laws, only 12 have managed to pass.
