The mayors of Kosovo municipalities have once again asked the Kosovo Food and Veterinary Agency (AUVK) to seriously deal with treatment of stray dogs.
According to the mayors, responsibility for wandering dogs from the Government of the Republic of Kosovo, with an additional budget worth millions of euros since 2018, has taken over and continues to have AWK.
The “Since that time, at various meetings that the mayors of the municipalities have developed with relevant institutions, where the problem with the wandering dogs has been sought, it has been found that this problem cannot be solved in the municipality for the division but it has required solutions at the country's” level, said the Kosovo Commission Association communique (AKK).
For this reason, according to the AKK, AUVK as the central institution has taken responsibility to address this problem at the country level. For this, Government of the Republic of Kosovo has split the additional budget AUVK (budgets millions of euros) to deal with treatment of stray dogs.
“Should be stressed that the legal base makes it responsible AUVK to care for the health and control of animals in Kosovo (confirmed that dogs are animals), as described in the 2004/21 Law and 02/21 Law, and based on this law, AUVK has also created sector within it and has state officials dealing with the welfare of animals”, it is said in communiques.
Furthermore, it is said that the mayors of the municipalities require the AUVK full implementation of their commitments stemming from the several-year project, which has concrete action plan of several years forwarded with an additional budget.

The Kosovo Communist Association has issued a communique concerning the problem of wandering dogs:
“The mayors of the Kosovo Republic municipalities once again seek from the Kosovo Food and Veterinary Agency (AVUK) to seriously deal with the treatment of stray dogs because this responsibility with the additional budget worth millions of euros has taken and continues to be held by the Government of the Republic of Kosovo since 2018.
Since then, at the various meetings that the mayors of the municipalities have held with relevant institutions, where the problem with wandering dogs has been sought, it has been found that this problem cannot be solved for the divided municipality, but solutions are required at the country level.
That's why, AVUH as a central institution has taken responsibility to address this problem at the country level. For this, Government of the Republic of Kosovo has split the additional budget AVUK (budgets millions of euros) to deal with treatment of stray dogs.
It should be emphasized that the legal basis is responsible AVUK to care for the health and control of animals in Kosovo (even dogs are animals), as described in the 2004/21 Law and the 02/21 Law, and based on this law, AVUK has also established sector within it and has state officials dealing with the welfare of animals.
The mayors of the municipalities request from AVUK the full implementation of their commitments stemming from the several-year project, which has concrete action plan of several years followed by additional budgets.
It should be stressed that this project has been drafted in co-operation with Kosovo municipalities and with the American Embassy financially supported by the Government of the Republic of Kosovo since 2018.
This is the solution to the problem, and not the charges against municipalities.
