After a lot of efforts by Kosovo Telecom not to pay off this debt, even with a mediation of the Government of Kosovo, where Telekom pledged to make this payment to the company <x0ndaffone.net LLC”, this did not happen.
Thus, after a complaint Kosovo Telecom had submitted to the Court of Appeals, the latter has only confirmed the Pristina Constitutional Court's decision, and has recognised the right to the company “Dardafone.net LLC” for completing the debt of millions from Kosovo Telecom.
Kosovo Telecom's complaint, by the Court of Appeals, has been described as groundless, since this court has estimated that the Court of First Scale, on the basis of evidence found in the subject's paperwork, has taken fair and based on concrete legal provisions.
The same “is understandable and clear, so the Court's decision on this matter is accepted by the Court of Appeals”, the Appeal Act issued on October 22nd.

Furthermore, it is said that the “owner has allowed completion by order of the 1507.2019, to which the debtor's authorized order has submitted a reverse by the 1807.2019, while the founder's authorised has submitted answers to the reverse in 24.07.2019<1>, says the Act.
Kosovo's Public Company, Telekom, was blocked on 15 July by the private owner as a consequence of a debt of about 25m euros from the Dardafone Company (Z Mobile, who had won the trial at Arbitrazh, in the case of Z-Mobile.
The deadlock decision had come after the Constitutional Court in Pristina recognised the right to the company “Dardafone.net LLC” for completion of debt (resulting) millions by refusing to reverse (opposition) set by Kosovo Telecom.
Following the deadlock of accounts, a meeting had taken place between Prime Minister Avdullah Hoti, chairman of the Telekom Board of Directors Mehmet Berisha, Economy Development Minister Blerim Redi, had been reached to unlock all Telekom bank accounts.
At that meeting the parties agreed to pay the debt to Dardafon.net, at the latest by 30.10,2020.

According to what the parties agreed on, if they did not comply with the agreement, Telekom's bank accounts would be blocked again, and the Master would implement all the Procedure of the Final Procedure.
The context between Kosovo Telecom and the Dardafon company.net refers to the 2009 agreement, under which “Z mobile mobile” would be mobile phone operator “Vala” with over 200 thousand numbers.
Dardaphone.net had later requested additional numbers and delivery of 3G and 4G services, but their request was rejected by the public company.
The disagreements between them ended in Arbitrazh.
The Arbitrazhi Tribunal, in December 2016, had decided in favour of Dardaphony by forcing Telekom to pay about 30m euros in fines in the name of the damages.
