Kosovo Parliament Fails Again to Vote Bills and Resolutions

Kosovo Assembly deputies have failed to vote on some bills for international agreements either Thursday.
From past sessions, held on October 16th and 21st, the draft law on ratification of the agreement between the Republic of Kosovo and the International Development Association in terms of financing of the programme has not been passed, with the promotion and reading of water security opportunities.
Also in the order of the day to vote was the draft law on ratification of the Vital Infrastructure Emergency Assistance Agreement, which has been reached between Kosovo and the European Bank for Reconstruction and Development.
In the absence of quorum, neither the draft law for ratification of the Financial Account between Kosovo and the European Investment Bank for the Zeza Water Impiant Project in Gjilan has passed.
Among the bills that have not received enough votes has also been for the protection of the Kosovo Liberation Army's war values.
In favor of this bill on Thursday, only 31 deputies have voted.
This document has several mothers who are being rejected.
The first is Article 3 that defines what is worth of war, then Article 5 speaks of respecting the values of war and Article 9 that speaks of punitive provisions.
Earlier, United States Ambassador to Kosovo Philip Costnett had said the proposed Law on Kosovo Liberation Army Values “is the wrong way to show respect for KLA”
During this session, no resolution has passed from Kosovo Prime Minister Avdullah Hoti's report on the Kosovo-Serbia dialogue, since he had quorums for decision-making.
