Institutions to Be Careful, Will Have Tolerance Where Law Is Breaked

Ombudsman Naim Celaj has commented on the withdrawal of the American Embassy and the European Union from the process of electing members of the Prosecutorial Council and chief prosecutors, claims to share the same concerns in this regard.

He added that citizens need to increase credibility in lawmakers in order not to hesitate to address their concerns.

I consider that the policy of selecting and recruiting to high state positions, regardless of whether they are in the judiciary or executives, should be improved because only thus can we contribute to strengthening law enforcement and rule of law and it is probably one of the most important segments because through these elections it is being influenced by citizens' trust in institutions... The issue of the right to run is undeniably right, each citizen must have to comply with the legal conditions for the position of the declaration, yet we must be careful that these candidacys are not made by people who can influence the” process themselves, Celay stressed.

The newly appointed ombudsman for Kosova Prees, says that in his five-year term, he intends to increase the respect of recommendations coming out of this institution, especially those referred to at the local level.

To increase transparency, accountability and delivery of better municipal services to citizens are the main target to target during its leadership.

Referring to reports released by this institution, Celaj says that mainly institutions that are ranked at the level of human rights violations are security and justice. Therefore, it plans the involvement of the ombudsman in the process of drafting laws.

However, it is encouraging that in recent years, the application of ombudsman recommendations from the central, central executive has increased greatly. Somewhere there have been over 50 percent of the implementation of recommendations that are encouraging, and I believe that if this situation continues, this trend, we will have visible improvements. On the other side of the line segment is the local level. There we have noted a failure to apply recommendations based on the report, some 24 percent of the implementation reach. The improvement of local governance and governance is a very important segment and the past, in addition to discussions and some attempts to improve the situation, not so much has been done, so in my vision for the future it's about empowering internal democracy, transparency and accountability, and increasing quality services for citizens from municipalities should increase to” level, Qelaj said.

Naim Celaj, who was deputy justice minister during Ramush Haradinaj's rule, aims to complete his mandate without any relation to corrupts and without political animities by preserving the independence of the ombudsman institution.

He even has a message for all who do not observe the law and violate human rights.

And he considers his experience in politics to be a good experience that he will use in the best interests of the institution.

“Absolutely at the moment I have sworn the oath and when I have received the mandate, for me there is a purpose that I am this mandate with honor, with no relation to corruption and no political animation, keeping overall the independence of the institution and the ombudsman himself, proving that by further establishing the level of professionalism based on the principle that international human rights have priority with all other laws and by maintaining and keeping careful that any decision of mine does not have interference from abroad. My main goal is to increase the implementation of recommendations because it will only be observed the influence of the ombudsman institution in improving the welfare of citizens. On the other hand, I don't say I'm going to be a big critic or I'm going to be spared the criticism. Criticals will only be on the real basis of what I actually find in the institutions that enforce the law should be careful because there will be no tolerance where law and human rights are violated. In any case where such a violation is found, we will take all legal measures we have in our competence and mandate“, Celay stressed.

The ombudsman over the years has accepted numerous complaints about public contests, and for that, Celay warns general investigation.

We need to do a deeper analysis in this direction because I consider that in this regard our citizens are faced with numerous problems if they do not respect their rights from the working relationship, especially the private sector is worth a check, but even in the public sector, there have been numerous complaints in the institution. I have come to understand that not to comply with the public competition institute directly related to the criteria of selection and evaluation, and on the other hand with the selection of the person who meets those criteria being influenced by the outside... Maybe in this direction the institution needs in the future to start making a general investigation and coming to a general conclusion of the situation”, the Ombudsman noted.

Naim Celaj, who was once the National Coordinator for Family Violence, said that through reports and recommendations that will bring the ombudsman institution will try to influence the state and institutions to strictly respect obligations that arise in relation to domestic violence victims.
