The EU's Special Emisar for Dialogue, Miroslav Lajcak, has already arrived at the Kosovo government facility, where he has started meeting with the country's prime minister, Avdullah Hoti.
Shortly after the meeting, the country's prime minister has also called a press conference.
The main theme of this meeting is expected to be the Association of Serbian municipalities.
This topic has already turned into blockades for continuing dialogue, as the Serb side is desperately demanding that this issue be finalised by Kosovo institutions.
However, the Kosovo side is calling the issue closed, while association as an agreement that must be realised in line with the Kosovo Constitution.
