The European Union is guilty of deadlock over the Association of Serb majority municipalities why it did not resolve the issue earlier, but also because of the unilateral actions of Richard Green and Washington's administration.

So believes German Balkan expert Bodo Weber.

He told Tanjug that the EU is responsible not to resolve the fundamental issue of the character of Association and let it be resolved later, which he says led to conflict, strengthening the positions and position of both sides and blockade.

On the other hand, Kosovo and Serbia today have held an expert-level meeting where financial and property claims between the two countries are discussed.

Kosovo there is represented by state co-ordinator for dialogue Skender Hyseni, while Serbia is represented by Petar Petkov.

The European Union's Special Emisar for the dialogue after the meeting has said it has been a successful step towards the agreement until it has warned another quick meeting.
