The European Union's stance is that the association of Serb majority municipalities will not have parallel powers and will not pass its laws, as has the then-European chief Federica Moghrini of the Kosovo Parliament on May 6th 2016.
This was announced by Peter Stano, spokesperson for European diplomacy chief Josep Borrell, in a response to the Beta news agency's request to clarify whether Borrell and EU Special Emissar Miroslav Lajcak still support Mogher's message that association will have executive competencies.
The contents of Moghrin's letter were recently revealed to Lajcak in Pristina by former Kosovo Prime Minister Isa Mustafa, and the letter dates a day before signing the agreement for association.
We would like to refer to you in the statement of former European diplomacy chief Moghrin in the Kosovo Assembly on May 6th 2016, in which she clearly explained the position of the EU,” is said in Stano's response, adding that association will not be a parallel government, nor will it adopt its laws.
