Citizens without ID until December

The material supply for the production of IDs is expected to take place early in December. Until then, Kosovo citizens cannot be equipped with their identification documents as a result of lack of this material. Kosovo municipalities lack material to produce identification since August. At the plenary session [...]
At the plenary session, which is being held in the Kosovo Assembly, the interior minister has said the material in question should possess high security elements, so according to him procedures for his production require more time.
The 2020 budget revision law has earmarked 300 thousand euros, where the Ministry of Internal Affairs has taken all necessary action by conducting all procedures that in the short term should be supplied with literature material. For your announcement, this material is very sensitive and must possess high security elements, so even the process of producing this material takes time. This procedure, we believe, will be completed in the first week of December, where the supply of material needed for the production of identification” is expected, Veliu said.
Veliu's statement came after MP Sejislav Hoxha's question, which further said discrimination is being made against citizens applying for identification.
“Citizens who apply to receive identification within 24 hours, with an additional fee they pay, they are able to receive ID, while citizens who are not in good condition and are going in regular form are applying for IDs they are not able to get the travel document. This speaks of a discrimination done for the rich within 24 hours, while others have no material”, he said.
But according to Veliu, when citizens are equipped with accelerated identification procedures are only when they have health or other urgent issues.
There are times when citizens receive IDs in emergency procedure, but these are when citizens have different health needs and urgent needs to be supplied with documents, otherwise there is no discrimination, given the information I possess”, he said.
The interior minister has said that in June 2019 the budget has been sought by the Ministry of Finance for documents, but that no budget allocation has been made.
He also added that the MPB demand for additional budgets have been made in February, but has not been approved.
