CEC crash, Valdete Daka is forced to close the meeting

The request of members of the Vetevendosje Movement at the Central Election Commission, addressed the National Institute of Public Health about the possibility of holding elections in Podujevo and northern Mitrovica, has caused clashes in today's CEC meeting, for which the chairman has announced the closed meeting. At today's meeting, it became known [...]

CEC Chairman Valdete Daka said that the requirements to other institutions could only go with the CEC's decision, otherwise, personal requirements do not protocol, as has happened days ago at the request of Sami Kurteshi and Alim Rama.

They're both headed. The IKSEP is required to analyse the situation with the pandemic and recommend holding elections or not, but they have not received answers.

In this regard, Arian Elshani of the Democratic Party of Kosovo accused Vetevendosje members of putting pressure on the CEC Secretariat.

I personally have been notified, but other members of the pressure that was made by the two members of the CEC, in this case by the Vetevendosje Movement, so I also ask the chairman to come out in support of the administrative direction regarding internal communication and to establish a standard and respect a standard or communication within all members of the CEC along with the secretary. Make a clarification on who and what has put pressure on”, he said.

After that, Daka demanded that the distance be maintained between members of the CEC and the Secretariat.

It would be good if all members, indiscriminately, keep their distance with the secretariat and not abuse their position as a member of the CEC as members who are invited to meetings to the secretariat members and, whatever way, are concerned and given, I'm not saying threats, but talking. I didn't want to keep going on this case”, she said.

This caused verbal clashes at the meeting, while Sami Kurteshi of the Vetevendosje Movement said criminal charges are being made.

This is the CEC's criminal charge. Who went from CEC to office? Do you know if Sami Kurteshi went to a disk office on any case”, Kurteshi said.

This clash has led the CEC chief to close the meeting before reviewing all the points that were envisioned on the agenda.

Similarly, at today's meeting, CEC head Valdete Daka indicated that the president has handed over the election decree to Podujevo and northern Mitrovica for November 29th.

For this, Sami Kurteshi of the Vetevendosje Movement criticised the president, since he said he had to consult political parties.

“We have come to a situation when the decree has been announced, even though the decree has been announced without consultation with political parties, under the law on local elections, as well as general ones, Article 4 paragraph 1, the president should consult political parties, not the CEC. This has become as always done, untransparently, illegally”, he said.

While Daka said that after this decision, the CEC should start organising the elections, for which it urged the head of the Secretariat to show where to proceed with this process, since the elections had been cancelled in March due to the spread of the coronary.

The president has announced elections and we have nothing more to discuss, the only thing we can discuss is how to organize this election, nothing else, whether or who has the right to not be discussed again, she said.

But, Alym Rama from the Vetevendosje Movement continued to oppose Burim Ahmetaj's election at the head of the Secretariat.

“I don't see it reasonable for The Source to take up the chief chief's role in the absence of the chief chief, under the task is determined how to act in the absence of chief chief”, he said.

But, Daka said that until making a decision by competent bodies who decide on complaints, Ahmetaj will continue his chief chief post, since he said, he has been elected by majority in the CEC.

Allow me to conclude the meeting I told you the agenda points are set by regulations on the CEC's work, when you propose that a point be entered into the agenda at the meeting vote and if you get the votes in the order of the day. The agenda has been voted. Let's continue the meeting at the next meeting if you have any proposals and we vote on it. Please, I dialogue and monologue cannot allow, let me carry out the meeting, do I continue the meeting, let me continue the meeting”, aka said.

While Ahmetaj made it known that after the assessments the CEC Secretariat made, there is no need for an additional budget for holding elections in the Podujevo municipality.

After a review of the CEC Secretariat, we consider that there is no need for an additional budget in the Podujevo municipality, but there are some activities that we have almost consumed for example in relation to the transport of electoral material, we need to find a way to compensate for this transport on the basis of procedures, or if there is any need for additional budgets, but I said that the additional budget in the Podujevo municipality does not need<1>, he said.

Today's CEC meeting coincided with tensions among members, which led to its outcome without all points of the agenda being examined.
