LDK MP Ismet Beqiri has said that the EU Special Representative's declaration of dialogue Miroslav Lajcak, who last night in Belgrade said it is logical that Kosovo's Constitution for forming association should be changed.
“Of course this for us like the LDK and as Kosovo institutions is unacceptable. Just as a statement leaves the effort to be implemented in any form, because we have no mandate, either as an MP or institutions, to take such action. It is true that the Constitution of Kosovo can be changed or fulfilled, but not in such a sense. The constitution can be met or changed because it is a constitution that offers positive discrimination against the Serb minority in relation to other non-Serb minorities living in Kosovo. We cannot accept deintegration in until all the time we talk about Kosovo's EU integration. Of course, we do not agree and come under any circumstances”.
He on a local television has said that the Association of Serb-run municipalities could be formed, but without executive competence, with all remarks from the Constitutional Court.
For us, it is very clear that we, as institutions of the country, have taken responsibility with the 2013 Bill of Principles vote with the 2/3 deputies, also a signed agreement, but it is very important that a special point in that agreement is said to be taken into account by the Kosovo Constitutional Court's opinion as well as the agreement on the statute when it takes place. The Constitutional Court has issued 23 remarks in which it is clearly stated that it is not in the spirit of the Constitution. With these improvements, tomorrow even the Association can be formed, but without executive competence and third level of power in Kosovo”.
Beqiri, who is deputy chairman of the LDK, has confirmed that Lajcak during his meeting with the LDK leader has not mentioned that.
This is not required. The document that Isa Mustafa has presented is the pledge of former EU High Representative Federica Moghrin that there is no association with executive competencies. It is a guarantee that Mustafa has managed to get from the EU representative at the time, and then has made the signing of the agreement, including what the Constitutional Court of Kosovo will say its opinion. For us, beyond the Constitutional Court's decision, nothing is acceptable, and we are normally believing that in the coming days, he must clarify his stance only to make Belgrade a wish”.
LDK MP has stated that the credibility of the Kosovo-Serbia dialogue process could be severely damaged with statements such as this of EU Special Emissar for dialogue Miroslav Lajcak made in Belgrade.
Our state officials of all institutions will say their position. Dialogue has not been done without US and EU mediation and as such can continue only in interaction with these two major powers, but under no circumstances jeopardising our sovereignty”.
Such a statement endangers this credibility, even though we have said we don't account for the dialogue having alternative. Dialogue that endangers the country's integrity is unacceptable. It may continue to talk, but not talk about something that's done for us. Any other approach, for the LDK and the country's institutions, I strongly trust other political subjects, is unacceptable and as such will remain”.
