Auditor's office: Institutions that do not hand over action plans have ignored legal requirements

Although the Law on the General Auditor and the National Auditing Office of the Republic of Kosovo No. 05L-055 owes audited budget institutions/organities to hand over the National Audition Office's action plan for addressing recommendations, not all have carried out this obligation.
A communiqué issued by the Office of the General Auditor says that audit recommendations are intended to help public institutions improve governance and increase control over public money management. The way of implementing recommendations including time, necessary measures and resources is determined through the Action Plan prepared by audited organisations.
As for auditing the regulation from 95 institutions that have been subjected to this process, five have not implemented the law to send action plans to address the audience's recommendations.
The Ministry of Labour and Social Management (MPMS), Decani municipality, Klokot municipality, Kosovo Telecom, and Regional Waste Company “Mitrovica has failed to respond to this legal request.
And the situation is worse with performance audits. Tens of entities subject to the auditing process have not submitted plans to address general audience recommendations.
For the audit report “Management public construction contracts” the action plan has not been submitted, the Ministry of Culture, Youth and Sports; Ministry of Education and Science.
While for the audit report “Safety in road traffic” Action plans have not been sent to the Ministry of Infrastructure and Transport, as well as to the Pristina municipality.
For the auditing report “The medium-term process of spending” the action plan has not been submitted by the Ministry of Infrastructure and Transport, as well as the Ministry of Education, Science and Technology.
Meanwhile, Prizren's Ministry of Finance and Community have not submitted action plans for the auditing report “Organisation and management of information technology investments in public institutions”.
The Prizren, Peja municipality, Podujevo, Mamsuza and Gracanica have not submitted the plans for auditing “Projects funded by DEMOS” grants.
Even northern Mitrovica municipalities, Zveqan and Zubin Potok have not submitted action plans in terms of the auditing report “Implementation of the report's recommendations: Development Fund and fund effects.
Also for the “effect report, the efficiency of individual housing programmes” have not submitted the municipal plan: Gjakova, Mitrovica, Pristina, Ferizaj and Obilic.
Meanwhile, in terms of the “Management Management of Public Education Institutions” Action Plans have not been handed over to the Ministry of Education and Science; Veterina and Food Agency; Pristina municipality, Vushtrria and Ferizaj.
Even for the auditing report “The efficiency of the Education and Professional Access to labour market needs” the action plan has not delivered the audited DKA entity of the Pristina municipality, Prizren and Ferizaj.
