A woman who does not give up, 40 years in search of the truth about her mate

A woman keeps knocking on state offices for four decades to find out what the truth of her co-ordinator's death is. As the newspaper Si learns, Clement Riza Bulgarec has passed away in 1980, and since then the family has not listed the truth. The family and wife for decades have turned to all official institutions for information, archives, police, the Interior Ministry, but have received no clues that would calm their souls. Finally, the letter has been addressed to the ombudsman. Marika Bulgarec says among other things to the lawyer in the letter that Sisu newspaper:

“From January 29th to February 5, 1980, the Defence Ministry has organised a military exercise called “Marriage on track of the first strike brigade” with the military department number 1105, Tirana. Both the reserve and the husband, citizen Clement Riza Bulgarec, participated in the exercise. He has been an employee of Albanian Television and a member of the Tirana People's Council. During military training, under still unclear circumstances, Clement is lost.

After his defeat, several teams of military department search teams have been organised by the Ministry of Defence in co-operation with the area population, where the effectiveness of the military department number 1105 in Tirana had passed. Then, after nearly two weeks of searching, on February 14, 1980, the husband was found dead in the forest, among the bush and snow in the district of Tirana's village of Stairstone. My husband's parents and I have been directed to several institutions to answer, an information on the circumstances and causes of Clement's death, but no one gave us this information”.

As the newspaper Si learns, from years of practice followed by family searching for truth, so has the father of the late man Cole Riza Bulgarec. In 2017 the elderly man wrote to the ombudsman, as he had earlier in 2007. At that time, the ombudsman has been set in motion by the family, which has also brought about the Prosecution's deployment, which in turn has ordered the archive to release Clement Riza Bulgarec's file from the dust. But the archive is responding to the prosecution organ with the document 5173 date 25 September 2007 that “arkiva for the period prior to 1990 is under reconstruction and it is not possible to carry out this verification”.

For this reason, the Commissioner for the Ombudsman has sent back the Tirana Prosecutor's Office to open the archives and make the family available photocopies of decisions for investigating the incident 30 years ago. The commissioner seeks answers to the questions as follows:

Has the prosecution investigated Clement Riza Bulgarec's death event at the time

Has his body been tested?

If investigations have been conducted, what is the conclusion of the investigation?
