The 11 citizens died when the plane was accidentally shot by Iran earlier this month.
All 176 travelers and crew members aboard Iran's flight to Kiev have lost their lives on January 8th, and most of them were Iranian and Canadian citizens.
Yesterday, Iran said it would send the plane's black boxes to Ukraine, but on Sunday it was denied.

According to news agency I The RNA, the black boxes are being examined in Iran and no decision has been made to send them to Ukraine.
Hasan Rezaiff, director responsible for investigation into accidents at the Iranian Civil Aviation Organisation, told IRNA, that black boxes will not be sent to any other country, even though the option was France and Ukraine
