Vetevendosje Movement remains to take the next initiative for the meeting with the Democratic League of Kosovo under negotiations for the future ruling coalition. That is what LDK officials say, under which it is in Vetevendosje's hands to call the meeting for continuing negotiations.
In the Vetevendosje movement, Vetevendosje say they are constantly offering proposals to come up with the solution.
Vetevendosje Movement Headship member Arberie Nagavci told Radio Free Europe that they expect a government co-operation agreement with the LDK to be reached as soon as possible.
I believe that LVV will take all actions available so that as soon as we have a solution. We have constantly given different proposals for the LDK and hope to reach the agreement as soon as possible and continue to function in the full functioning of the country's institutions.
On the other hand, representatives of the Democratic League of Kosovo say the LDK is also interested in quickly establishing new institutions.
Avdullah Hoti from the Democratic League of Kosovo has told Radio Free Europe that at the last meeting, the LDK has submitted its bid for co-governance, and according to him, it is up to LVV to find a way to establish new institutions.
The next “meeting could be done if the first party offers settlement to the deal. We're interested in meeting, but only in meeting for a deal, not just to meet”, Hoti said.
He has added that in all meetings held so far with the Vetevendosje Movement, the LDK has expressed readiness for co-governance by respecting the will of citizens expressed on October 6, 2019.
The “Only an agreement reflecting this will is acceptable to the LDK and provides stability for the Government to carry out the full mandate, which is badly needed to carry out reforms needed for economic and social development and European integration”, says Hoti.
VV and LDK: On the table, new options and offers
More than three months have passed since the outcome of parliamentary elections in Kosovo, but the new government has not been created. The winning election party, the Vetevendosje Movement and the second party, the Democratic League of Kosovo, have failed to reach an agreement on the ruling coalition.
Negotiations between Vetevendosje and the Democratic League are seen as a process in two phases. The money and after the Parliament's institution. Since December 26th, when the constitution was introduced and Vetevendosje MP Glauk Konjufca had been elected chairman of the institution, the Democratic League has demanded that the process resume from the first phase, as for this political subject, even the position of the Speaker of the Parliament was part of the negotiations.
Returning the negotiation process to the zero point, as required by the LDK, implies renewed negotiation for the post of Speaker of the Parliament, which so far, by Vetevendosje is not seen as option.
The two parties had a reconciliation from the start that the prime minister's position met with Vetevendosje, and its leader, Albin Kurti. As ballans, it has been requested by the LDK that in the eventual agreement for the government, Vetevendosje will agree that it will support the LDK candidate for Kosovo's next president, who will be elected by the Parliament in 2021.
Based on a video message from Albin Kurti, the Vetevendosje Movement, besides the prime minister's post prefers to have a deputy prime minister post, and five ministries. As for the Democratic League, according to this Vetevendosje project, remains the post of deputy prime minister and five ministries. Two ministries, meanwhile, have been left to minority communities.
Adding ministry numbers, an additional coalition option
The first meeting between President Hashim Thaci and Vetevendosje Movement leader Albin Kurti was held a week ago, but the prime minister's mandate has not been nominated.
Kosovo President Hashim Thaci, to avoid delays over forming the new government last week, has asked Vetevendosje Movement Chairman Albin Kurti, the prime minister's name for the post.
Embassys of Western countries in Kosovo have consistently called for the formation of new institutions.
Aware of political developments have said the country risks institutional crisis in the event the Vetevendosje Movement and the Democratic League of Kosovo delays even more to reach an agreement on the ruling coalition.
Delay in establishing new institutions after the 6 October elections has prompted the country to enter 2020 without an approved budget.
Last year's budgetary division law, according to legal procedures, could continue to be implemented for only three months of next year's fiscal year.
If by the end of March we don't have a new Law on Budget Divisions this year, then it means that no budgetary organisation can make expenses and implies that public institutions cannot perform any function.
