The Vetevendosje movement in its proposal envisions this ministry being divided, where Culture and Youth join the Ministry of Education, Science and Technology, while Sports joins the Ministry of Health. While, the LDK envisions that the Ministry of Culture, Youth and Sports joins the Ministry of Education, Science and Technology.
Both of these proposals are considered absurd and decomposing the inconsistencies of these two parties to health, culture, youth and sports.
Joining sports with the Ministry of Health, for Blerim Syla, chairman of the Federation of International Health, will negatively affect the functioning of the Health Ministry.
He says it is strange how two entirely different areas are supposed to join a single ministry. He views the functioning of health and sport as impossible, until he points out that health has many problems that the future minister has to deal with and until sports will be complicated.
This will positively influence the functioning of the Ministry of Health, knowing what health we have, knowing that we are missing legal infrastructure, health insurance law, changing the health law is a string of administrative guidelines. But now the minister who will come if you take over the sport then this is going to be a conglomerate of jobs that you'll hardly get out of. We need to keep up with the days that we have health in what situation we have, and what budget we're going to start with, on the other hand we have the sport that's already taken its feet and it's on internationalisation. They're two completely different natures in terms of functionalization. I don't know where they got this model, but for practice I'm seeing it's really a very uncomfortable situation for us in health”, he says.
Syla says that sports are also at the peak of successes, and joining a ministry like the much - health ministry will overshadow it. He even does not rule out the possibility of failure in both areas if such a union just happens.
When you get a lot of work, I keep going and I think that's how we're far away from legal infrastructure, the health insurance law, and if they take these two jobs, I'm afraid they're going to be out of hand. So I just don't know where this idea came from, but in practice almost with this staff that we have is impossible to accomplish this and it's unnatural. If the Health Ministry's union with the Ministry of Labour and Social Management has some reason, but this with the most sport, I'm really afraid that the few initiatives that the Ministry will take will be distributed and we won't succeed”, he says.
Against such a union is the chairman of the Association of Patients' Rights in Kosovo Besim Kodra, who through a written answer, says that being the health of more problems joining another sector would only make its situation difficult.
“in principle, we consider that the Ministry of Health would have to stay alone, as it is a broad, sensitive sector and has many problems operating. Joining another sector with it would only make its situation difficult. If it is necessary to join another sector because of the police fusion of ministries, we consider that the nearest sector to it is social welfare. We support this in the fact that these two sectors have a lot in common and affect each other. P. S., a person without social well - being can easily become a patient, and a patient who suffers from illness or disability can easily become a social case. Insurance funds are even common around the world for social health and well-being”, said in response.
According to him, joining the Ministry of Health and Sports, bypassing a nearby sector such as social welfare will not help the health sector, but only make his job difficult.
The division or merger of the Ministry of Culture, Youth and Sports makes Ardian Llumnica, who for Kosova Preress, aka regret the discussion on this ministry.
He says sports in Kosovo are at the peak of successes, and the sports union with the Ministry of Health will leave the sector out of focus.
It's a pity how the Ministry of Culture, Youth and Sports has remained in this door to divide or advance, promised minorities. I think culture, sports and youth are the best level of this country and should have access and state strategies for it. I don't think it's a good experience to join the Ministry of Health, I don't think there are good modalities in the developed world of this kind of combination. I think it's two very opposite parallels, we know that the Ministry of Health has what it is facing and how much work there is there, and we know the successes that are reaching sports, culture and youth in the international arena. Separation of these, because if the sport joins Health then it will be a dictatorship separate from culture and I think this break-up of sports from youth and culture won't be good and won't be productive”, he says.
Llumnica cites Kosovo's national successes in football, athletes' successes in judo and other sports, as the reason why the MKRS should be the special minister.

I don't think the sport at this stage deserves to be in second place by a government or politics, rather there should be very clear strategies for it because we are at the peak of development and at the height of the performance of sportsmen”, he says.
Meanwhile, Life Krasniqi from KDI says the separation of ministries should take place on the basis of the governing programme.

The Vetevendosje movement that has emerged the first party in the 6 October elections and the Democratic League of Kosovo as the second party has not yet managed to sign an agreement for co-governance, but have agreed that the government led by it will have only 12 ministries.
